Historic Preservation Commission <br />Meeting Minutes <br />21 December 2020 <br />Page 8 of 14 <br />Zuccaro replied that a purchase was one-off negotiation and contract. He did not think there <br />was any reason why the Commission could not put additional language in the easement <br />agreement, to make it clear that the money was from the Fund to pay for preservation work that <br />was deemed to be necessary through the Historic Structure Assessment. <br />Discussion on motion language. <br />Zuccaro added that while everyone strives for consistency, it was not strictly precedent to <br />approve the $30,000 amount. He cited the Rex Theatre, which was purchased for a grant and <br />this easement could be a grant or a matching grant and then staff, the Greenes, and the City <br />Attorney could work out the language. He stated that they would do a similar grant process to <br />landmarking where they would need to provide receipts and they would pay half of those costs, <br />which would be covered by the "matching" language. <br />Klemme made a motion to recommend the purchase of a conservation easement for 601 <br />Lincoln Avenue, to include amendments that it be a purchase in consideration of $30,000 for the <br />use of preservation work for matching grants up to $30,000. Motion approved unanimously by <br />roll call vote. <br />601 Lincoln Avenue: A request to release a partial demolition of the home at 601 Lincoln <br />Avenue. <br />• Applicant: Andy Johnson, DAJ Design <br />• Staff: Rob Zuccaro, Director <br />Zuccaro shared the options that were available for the Commission, including placing a stay of <br />up to 180 days, or releasing the demolition permit, while noting that an additional permit may be <br />required and would need to be reviewed by another subcommittee. <br />Dunlap asked for clarification on the status of the garage. <br />Zuccaro replied that the demolition request included the garage. He elaborated that the <br />proposal showed the demolition of the upper portion of the garage with the lower portion to <br />remain, the demolition of the rear and bay window additions, and the preservation of the whole <br />historic structure including the upper attic space. <br />Andy Johnson, DAJ Design at 922A Main Street, clarified that the original demolition request <br />indicated that there would be complete removal of the back and of the garage, but they <br />amended the request to show that they were not taking down the garage. <br />Haley summarized that the application was not including the garage and just included the <br />additions around the original structure. General agreement that it was a straightforward <br />application. <br />Discussion on the need for a stay. General agreement to release the permit. <br />Dunlap moved to approve the demolition request. Parris seconded. Motion passed unanimously <br />by roll call vote. <br />8 <br />
