Historic Preservation Commission <br />Meeting Minutes <br />June 8, 2020 <br />Page2of6 <br />maximum) as well as a new construction grant. Necessary preservation work identified in the <br />Historic Structure Assessment includes siding repair, window replacement, foundation repair, <br />floor and roof structure repair, front porch repair, wall structure repair, chimney work, and site <br />grading for a total of $151,099. Because this is a matching grant the request is for $61,775. To <br />be approved, work must fall into preservation, rehabilitation and restoration and staff stated that <br />the work falls into those categories. Staff reviewed the wording of the new construction grant, <br />Res. No. 17, Series 2019. The proposed addition meets the requirements including FAR below <br />what is required, setback and height limitations. Staff recommends approval of Resolution 09, <br />Series 2020, recommending approval of the following grants: <br />Preservation Grant: $61,775 <br />New Construction Grant: $15,000 <br />Klemme asked for clarification regarding the work that was being identified as "extraordinary". <br />Selvoski responded that it was related to the foundation work but that impacts much of the <br />structural work required on the house — the grant request breaks it down into categories. <br />Andy Johnson, DAJ Designs, presented for the owners and outlined the work to be done on the <br />house. <br />Klemme stated that she understood the need to revise the amount of grant money requested for <br />this project based on the destructive testing and supports the extraordinary circumstances grant <br />request. She mentioned the HPC may want to consider offering structural grants and is <br />something to discuss at a future meeting. <br />Dunlap stated that he agreed that this request seemed appropriate. He questioned the inclusion <br />on drywall as a component of the wall system grant request. <br />Selvoski stated that interior finishes aren't usually included but if removal is required to complete <br />necessary repairs, then the repair work could potentially be included in the grant request. This is <br />evaluated on a case -by -case basis. <br />Keller pointed out the asbestos work was already completed by the applicant and not included <br />as part of the request. <br />Parris stated that the cost breakdown seems very reasonable. The new construction grant <br />seems to clearly meet all of the requirements. She appreciated the documentation related to the <br />addition funding request. <br />Chair Haley appreciated the clear separation between the new construction work and the <br />preservation work. The grant request is extraordinary but reasonable. <br />Klemme moved to approve the extraordinary circumstances preservation and restoration grant <br />in the amount of $61,775. Keller seconded. Passed unanimously by voice vote. <br />Parris moved to approve the new construction grant in the amount of $15,000. Klemme <br />seconded.
