Dunlap seconded. Motion passed unanimously by roll call vote. <br />ITEMS FROM STAFF <br />Updates on Project List — Historic Structure Assessment <br />Bauer addressed Commissioner Dunlap's question from earlier and shared that she had been <br />working on the table. It was up to the Commissioners if they wanted to share that table with the <br />public, though she had been treating it as an internal working document. <br />Dunlap stated that he was fine with having it as a table for the Commission but he understood <br />that commissioners could not comment on it if it wasn't public. He thought it could be a link on <br />the agenda or something similar and he thought it had to be public. <br />Bauer replied that she intended it to be part of the staff agenda. <br />Haley added that she thought only staff would have access to the document to make changes. <br />Bauer confirmed. <br />Bauer reviewed the HSA memo from the staff packet, which included the following questions: <br />•What are the HSA standards and should they be updated? <br />•What are the city's requirements for an HSA? <br />•Who can complete an HSA? Should or can this be updated? <br />Bauer shared that the standards matched the State of Colorado and those standards were <br />shared with the contractors completing the assessment. She shared the process, which <br />included a more recent change to require that all assessments needed to submit a draft to staff <br />to ensure that it was a complete assessment. Bauer shared that there was a list of potential <br />consultants for people who needed a place to get started, but the City does not give <br />recommendations and potential contractors were not limited to staff's list. She shared the <br />requirements of the consultants, including that the architect and structural engineer must be <br />licensed in the state of Colorado, the architect must be the primary consultant on the project, <br />and the contractors should be able to interpret and apply the Secretary of the Interior historic <br />properties standards. She noted that these were all state -level standards, as well, and that staff <br />had added some of the language recently to clarify the practices that had been ongoing <br />beforehand. <br />Haley stated that the additions were very thorough and made things clearer. She stated that the <br />HSA amount increase had been changed recently and in that conversation the Commission had <br />discussed requiring a structural engineer to be involved in the assessment. <br />Klemme confirmed and noted that the Commission had seen a number of "extraordinary <br />circumstances" requests and if those requests were due to structural integrity, such as <br />foundational issues, maybe the Commission wanted an engineer signing off on that to get better <br />numbers for the "extraordinary circumstances" grant. <br />4 <br />
