<br />AUTHORITY TO ISSUE FESTIVAL PERMITS AND TO UPDATE STATUTORY REFERENCES IN THE CHAPTER
<br />WHEREAS, the Colorado General Assembly recently enacted SB 21-082 authorizing certain Manor licensees, Including bars
<br />and restaurants, to apply for festival permits allowing them to hold up to nine leslluals Ina twelve-month period; and
<br />WHEREAS, SB 21-082 allows the City to create a local permit system for festivals; and
<br />WHEREAS, If the City decides not to Implement a permit system. the licensee need only obtain a state permit to hold the
<br />festival; and

<br />The local licensing authority may Issue a special event permit for the sale, by drink only, 01 alcohol beverages
<br />to organizations qualifying under C.R.S. § 34-5 101 44 48-101- el seq. The local licensing authority may, by
<br />resolution, elect to Issue special events permits without notifying the stale licensing authority l0 obtain its approval
<br />or disapproval el applications Ina special events permits, which such resolution maybe repealed or amended from
<br />time to time.

<br />to conduct Iaslln5s unless a permit has been o5ialned In accordance with Ihls section. The local licensing authority
<br />is authorized to Issue tasting permits In accordance with m0 requirements of this section.

<br />1, Tasti gs Shall be conducted only by a person who has completed a server training program that
<br />meets the standards established by the Liquor Enforcement Division of the Colorado Department of Revenue
<br />and who Is a retail liquor store licensee, or an employee of a licensee. and only on a licensees licensed
<br />premises.
<br />2. The alcohol used in Castings shall be purchased through a licensed wholesaler licensed brew pub.
<br />greased distillery dub or winery licensed pursuant to section 44.3-40312 47 403. C.R.S., at a cost that Is
<br />not less than the laid 1n cost 01 such alcohol. Such suppliers shall have licenses Iram the city to the extent
<br />required by this section and section 44-3301 12-47 304, C.R.S.

<br />E. A retail liquor store licensee conducting a tasting shall be subject to the same revocation, suspension,
<br />and enforcement provisions as otherwise apply to the licensee and are Imposed by the local Ikenslrg authority. The
<br />local licensing authority shall conduct a hearing with regard to any violations of this section In accordance with the
<br />requirements of this Code, the authority's bylaws and rules 0f procedure. and s0sllan W3-601 +2 47-608, C.O.S.
