City Council <br />Meeting Minutes <br />September 21, 2021 <br />Page 10 of 11 <br />Councilmember Dickinson stated addressing commercial properties should be easier and <br />he would prefer to address that more aggressively than residential. He suggested <br />requirements for commercial and an education program for residential. <br />Councilmember Brown stated he likes the idea of requiring fixtures sold in town be dark <br />skies compliant. He favors a shorter amortization period to a longer one. <br />City Attorney Kelly noted it is best to relate the value of the design element being phased <br />out to the schedule and give the property owner the chance to utilize the life of that <br />investment. Council could look at different schedules for residential and commercial with <br />residential being a shorter timeframe as the cost of investment is smaller. The <br />amortization schedule you select should not deprive a property owner of the investment <br />they made in the fixtures that will be noncompliant with the passage of an ordinance. <br />Councilmember Lipton reiterated his desire that the ordinance create a program that is <br />simple and easy for residents to understand. <br />Councilmember Leh stated the education component and the approach we take with <br />residents will be critical. <br />Mayor Stolzmann noted there is consensus on an incentive program and an education <br />program. The other details will have to be worked out with the specifics of the ordinance. <br />Ritchie stated staff will bring back an ordinance for consideration with an amortization <br />policy and also with information on the budget ramifications and any limitations for <br />enforcement. <br />ORDINANCE NO. 1816, SERIES 2021 — AN ORDINANCE ADOPTING BY <br />REFERENCE THE 2021 INTERNATIONAL ENERGY CONSERVATION CODE, WITH <br />AMENDMENTS, REPEALING CHAPTER 15.60 OF THE LOUISVILLE MUNICIPAL <br />CODE CONCERNING THE PRESCRIPTIVE ENERGY CODE AND DESIGN CRITERIA, <br />AND AMENDING TITLE 17 OF THE LOUISVILLE MUNICIPAL CODE CONCERNING <br />ELECTRIC VEHICLE CHARGING INFRASTRUCTURE — 1ST READING, SET PUBLIC <br />HEARING 10/19/21 <br />Mayor Stolzmann introduced the item and asked staff to include the appendices for Net <br />Zero building and EV readiness as well as language that new building can't use natural <br />gas be included for consideration on second reading. <br />MOTION: Mayor Stolzmann moved to approve the ordinance on first reading and set the <br />public hearing; seconded by Mayor Pro Tern Maloney. <br />Vote: Motion passed by unanimous voice vote. <br />
