Revitalization Commission
Minutes
October 13, 2021
• Discussion/ Direction — Phase I Wayfinding Signage Program
Director Pierce said Phase 1 and Phase 2 programs have been consolidated
into a "District Wayfinding Signage Program" which will create efficiencies and
save mobilization costs. She provided an update on the internal staff process as
well as work with e3 Signs to help revise the existing sign specifications. Staff
also reviewed some sign location changes, additional signs, and changes to
sign designs that are suggested to be incorporated into the program.
Council member Leh asked about the size of lettering on signs. He also asked
about other signs that will be designed and whether they were similar. Director
Pierce said that only the one alternative presented as been designed as an
addition. He also asked about potential vandalism and maintenance concerns
with two sign components. Director Pierce said that those concerns should be
considered.
Responding to Council member Leh, she also outlined that part of the current
process is to gain internal consensus that the revisions address prior concerns
about visibility and legibility. This can be challenging with size of signs related
to speed of traffic in particular locations. The sign specifications need to take
into account location as well as best practices.
Commissioners inquired about how the process would proceed with City
Council. Director Pierce suggested that staff needs to come back to LRC in
November with more information and certainty about the sign design. Staff then
suggests a cooperation agreement may be helpful in communicating to Council
the structure of a bid process as well as the update on the work to revise sign
specifications.
Commissioner Smith suggested the cooperation agreement contain an approval
flow diagram and that specifications should be well established before the
information is shared with Council. He also inquired about e3 Signs' status as a
bidder. Director Pierce stated that they have been informed that there is an
intended public bid process, but that they will likely have some advantage in
having a more detailed understanding of the specifications and labor required.
Commissioner Smith suggests making sure the signs are structurally
engineered.
Commissioners reviewed that there is currently no funding or plan to implement
wayfinding signage in other parts of the community.
Agenda Packet P. 5
