LLCity�f <br />Louisville <br />PARKS, RECREATION & OPEN SPACE DEPARTMENT <br />Memorandum <br />To: Open Space Advisory Board (OSAB) <br />From: Nathan Mosley, Director of Parks, Recreation and Open Space <br />Date: November 10, 2021 <br />Re: Item 9: Municipal Code changes related to Prohibited Activities in <br />Parks <br />Purpose <br />The purpose of this item it to get feedback from OSAB members regarding requested changes to Louisville <br />Municipal Code related to sledding on open space and park properties. <br />Background <br />For many years residents have enjoyed sledding at a number of locations throughout the City during snow <br />storms. Historical locations include properties designated as open space and parks. Some historical <br />locations include but are not limited too: <br />• Coyote Run along Washington St. <br />• Coyote Run "Sled Hill" <br />• Lake Park <br />• Recreation and Senior Center Drainage basin <br />While this activity has been allowed to occur historically, based on current City of Louisville Municipal <br />Code sledding is listed along with other specific activities as a prohibited activity in both open space <br />properties and parks. <br />Earlier in 2021 during a large snowstorm there was a large crowd of people sledding in the Coyote Run <br />open space and this brought the issue of sledding to the forefront for residents, staff and City Council. <br />Based on the feedback from residents and direction from City Council, staff has worked with the City <br />Attorney to draft updated code language (see attachment #1) that would clarify what properties would <br />allow sledding within the City. Staffs intent was to balance both the desires and wishes of the community <br />and the preservation and protection of the City's open spaces and parks while ensuring the language is <br />consistent with the City's adopted Open Space Master Plan. <br />Staff's recommendation would allow sledding to occur in areas historically used for this purpose as long <br />as the activity is done in compliance with code provisions prohibiting damage to wildlife, animals, animal <br />habitat, fish, livestock, and natural, cultural and manmade resources. <br />Next Steps <br />OSAB should provide feedback and make a formal recommendation regarding changes to the municipal <br />code related to prohibited activities on open space. <br />Attachment <br />1.
