SUMMARY: <br />This staff report describes the changes in the application following consideration from <br />City Council. The August 26, 2021 Planning Commission packet is at this link. The <br />October 5, 2021 City Council packet is at this link. The minutes from all prior meetings <br />for Planning Commission and City Council are provided as attachments. <br />The applicant requests approval of the seventh amendment to the Takoda General <br />Development Plan (GDP), covering the portion of the Takoda development commonly <br />referred to as The Foundry. The amendment for consideration by Planning Commission <br />following City Council review on October 5, 2021 includes the following changes: <br />Increase the maximum commercial development to 20,000 sf where 15,000 sf <br />was previously proposed. The concurrency requirement resulting in a minimum <br />of 15,000 sf remains the same. <br />Amend The Foundry subdivision agreement to require 20% of the dwelling units <br />(twelve units) be occupied by persons 55 years of age and older. The previous <br />proposal requested removal of this requirement entirely. <br />PROPOSAL AND ANALYSIS UPDATES: <br />In response to concerns expressed by City Council, the applicant proposes an increase <br />in the maximum commercial development from 15,000 sf to 20,000 sf. The applicant <br />does not propose an amendment to the concurrency requirement, which results in a <br />minimum amount of 15,000 sf of commercial development at full build out. The <br />proposed split of 7,500 sf of commercial development with the first 60% of residential <br />units and an additional 7,500 sf of commercial development with the final 40% of <br />residential units remains the same. The final 5,000 sf would be constructed at the <br />applicant's discretion. <br />The traffic study was updated to reflect the possibility of 20,000 sf of commercial <br />development. Staff notes that the Institute of Transportation Engineers (ITE) manual, <br />which is the basis for traffic study assumptions, was updated following the previous <br />study that informed the August 26, 2021 meeting. The results from the latest study <br />used the most recent ITE recommendations, which changes the underlying model.
