Recreation Advisory Board
Minutes
October 25, 2021
• The golf course staff, with input from the RAB golf course subcommittee, would
like to increase the "value" perception of players. Their ideas include: better
practice facilities, the addition of synthetic turf, a new or remodeled clubhouse, and
more reliable restaurant and beverage cart service. A part-time horticulturalist
could be hired to create a positive first impression at the entrance.
• The survey showed low marks for food and beverage service. The golf staff is
planning to meet with the food and beverage contractor to debrief and reset
expectations for the coming year.
o At the request of the RAB, staff had asked the restaurant to post a sign if it will
be unexpectedly closed, but that has not consistently happened, even after
reminders.
o RAB board members also reported a concern with the handling of credit cards
when items are purchased from the beverage carts. The credit cards were
sometimes taken away to the clubhouse for processing, rather than staying
with the credit card owner.
• The board appreciated the survey and thanked Ginger for her work.
Regarding the condition of the golf course, spring was difficult, but it is in pretty decent
shape now. The bunkers need work, both in the short term and to improve them so
that they last longer. Work will begin on the worst ones first. Staffing shortages during
the year have been challenging.
David Dean plans to present the First Green Program at Monarch High School. The
First Green Program is an outreach program that uses golf courses as learning labs.
Students learn that managing the environment and turf on a golf course can be a
career with upward mobility.
Membership Fee Recommendation
• Golf staff looked at the effectiveness and value of each of the passes, compared
to an 18 hole round. The Monarch Pass price is intentionally discounted in order
to encourage younger players. The Regal and Imperial pass prices need to be
increased in order to compare more reasonably with the daily rate. These two
passes include unlimited range balls. From a financial standpoint, it made sense
to take away the unlimited range balls benefit, but the RAB golf subcommittee
shared that this is an important benefit to create value and loyalty.
• David Baril presented a plan that would give players the option to pay more and
keep the unlimited range balls (Plus option), or pay the same as this year without
the unlimited range balls. The staff would like to present this pricing plan to the
golfing community, and then reevaluate next year. The results from next year will
provide data to show whether or not everyone wants unlimited balls.
5
