A preliminary meeting was suggested to see what might be <br />explored with BCC. <br /> <br />US 36 DEIS/Northwest Rail- Update <br />An Impact Statement will conclude this fall with a record of decision. <br />Communities can now do site plans. There are transit and stimulus <br />opportunities for funding. Ideally communities should collaborate on applications, <br />specifically corridor communities and RTD. Local funding will need to be <br />available when the Federal funding comes through. Right now corridor <br />communities are in a good position to work with Denver. RTD will most likely <br />request voters to increase sales tax in 2010, possibly pushing for 2009. <br /> <br />Boulder County Transportation Tax Update <br />BCC indicated that revenues were down 10% compared to 2008. Information <br />about the revised LYNX bus route was provided. The LYNX is a pilot program <br />with RTD expected to take over if ridership numbers are met. Trail connections <br />are under construction linking Superior, Louisville, Lafayette, and Boulder. <br />Within one year a complete connection is anticipated. <br /> <br />Louisville would like BCC to consider discussing Hwy 42 designs, plans, and <br />phases for the project. Consider including landscaping, medians, and an <br />environment that promotes traffic calming in the area. <br /> <br />Louisville/Superior IGA Update <br />An IGA between Superior and Louisville for library services has been finalized. <br />In the future Superior will request an approval of a property tax increase from <br />voters to provide for continued services through Louisville or to build a local <br />library. The IGA was celebrated during Library Week in April. BCC questioned if <br />there was a need or enough support to build an additional library in the area. <br />Library services could be an example of reciprocity opportunities between the <br />cities. <br /> <br />ARRA Potential Funding/Projects <br />Louisville will not receive a direct allocation, and felt that BCC had an opportunity <br />to support Louisville in several projects. Louisville Council and Staff expressed <br />an inequity in the formula for providing block grants to cities in the County. Cities <br />with a population under 35,000 received zero funding. This inequity should be <br />addressed, and monies distributed to communities that did not receive grants. <br />Communities were encouraged to coordinate and submit joint applications. <br />Boulder County could be helpful in determining community projects. <br /> <br />Harney Lastoka IGA Amendment - Parking Issues <br />The IGA between Louisville and Lafayette for new ball fields was discussed. <br />Existing parking could be utilized to its maximum potential, as well as the re-use <br />of water. Currently there is a negative perception of too much parking. Louisville <br />requests BCC support of adopting an amendment to upgrade parking, not an <br />
