LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 4C <br />COLORADO • SINCE 1878 <br />SUBJECT: APPROVAL OF SECOND AMENDMENT WITH LUMIN8 FOR <br />ANNUAL TRAFFIC SIGNAL MAINTENANCE <br />DATE: DECEMBER 07, 2021 <br />PRESENTED BY: KURT KOWAR, PUBLIC WORKS DIRECTOR <br />SUMMARY: <br />Attached is the second contract amendment to the Traffic Signal Maintenance Contract <br />between the City and Lumin8 Transportation Technologies, LLC (Formerly W. L. <br />Contractors, Inc.) for Traffic Signal Maintenance for 2022. The initial contract was <br />executed November 27, 2018. The term of the first Amendment ends December 31, <br />2021. The Original Agreement allows both parties to mutually agree to extend the term <br />by no more than three (3) successive renewal terms of twelve (12) months each. <br />Lumin8 is a regional traffic signal maintenance contractor and has performed this <br />service for the City for many years. <br />The work included under the Traffic Signal Maintenance Contract includes monthly, <br />quarterly and annual preventative maintenance activities for the City's existing traffic <br />signals along with annual preventative maintenance activities for the City's pedestrian <br />flashers, school zone flashers, and speed radar units. The camera system at the N. <br />Water Treatment Plant is also maintained under this contract. The Traffic Signal <br />Maintenance Contract also includes an agreed upon rate and costs for unscheduled <br />and emergency repairs along with extra work for the traffic signals and traffic related <br />equipment included under the Traffic Signal Maintenance Contract. <br />Lumin8 will provide traffic signal maintenance services in 2022 at the same labor and <br />equipment rates under the initial 2019-2020 Contract. <br />FISCAL IMPACT: <br />The contract will be funded subject to city budget, approved annually, for traffic signal <br />maintenance activities. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The recommended contract supports the Transportation goals of a safe, well <br />maintained, effective and efficient multi -modal transportation system at a reasonable <br />cost. <br />RECOMMENDATION: <br />Given Lumin8's performance over the years, Public Works is recommending the mayor <br />be authorized to sign the Second Amendment to the Traffic signal Maintenance <br />Agreement between the City and Lumin8 in order to retain their services for 2022. <br />CITY COUNCIL COMMUNICATION <br />24 <br />
