LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 2 <br />COLORADO • SINCE 1878 <br />SUBJECT: DISCUSSION/DIRECTION — 2022 CITY COUNCIL WORK <br />PLANNING <br />DATE: DECEMBER 14, 2021 <br />PRESENTED BY: MEGAN DAVIS, INTERIM CITY MANAGER <br />ROB ZUCCARO, INTERIM DEPUTY CITY MANAGER <br />EMILY HOGAN, ASSISTANT CITY MANAGER FOR <br />COMMUNICATION AND SPECIAL PROJECTS <br />SUMMARY: <br />City Council will conduct the first phase of its annual work planning at this meeting, with <br />a second follow up meeting to be held on January 11, 2022. The end -goal of the work <br />sessions is to finalize a realistic work plan for 2022 that reflects Council's priorities on <br />issues that require Council policy direction or guidance. The work plan will include <br />issues that City Council plans to address throughout the course of the year, the <br />approximate meeting time Council will devote to each issue, and a rough schedule (by <br />quarter) when Council will consider each issue. The Council work plan helps staff <br />prioritize internal work plans and schedule the work that is needed to bring to Council <br />for engagement. In addition, the work plan helps the public understand the key issues <br />that City Council will focus on in the coming year. <br />The work planning sessions will be facilitated by June Ramos, with J Ramos <br />Associates, LLC. This meeting will include an introduction to the work planning process <br />from City staff followed by Ms. Ramos facilitating a discussion on setting criteria for <br />prioritization at the follow up meeting on January 11 and reviewing a list of potential <br />work plan items. At the January 11 meeting, Council will prioritize the work plan and <br />determine the desired timing for consideration of the items, within constraints of the City <br />Council's 2022 meeting schedule. Once completed, staff will use the approved Council <br />2022 City Council Work Plant to develop the advanced agenda for the year. A working <br />agenda for the meeting is included as Attachment 1. <br />BACKGROUND: <br />The City Council annual work plan includes all the items that the Council would like to <br />address throughout the calendar year. The work plan is limited to what can feasibly be <br />accomplished by staff and Council over that time. Currently, the draft includes more <br />items than Council or staff will be able to accomplish over the course of the year, so City <br />Council will need to reduce the draft work plan considerably. <br />In 2021, 19 items were included on the work plan (not including Annual/Recurring <br />items), with 5 prioritized as high, 10 prioritized as medium, and 4 prioritized as low. <br />Generally, staff will focus on the high and medium ranked items and as time and <br />resources are available, work on the low ranked items.
