SUBJECT: 2022 CITY COUNCIL WORK PLANNING <br />DATE: DECEMBER 14, 2021 PAGE 2 OF 3 <br />The 2022 Work Plan draft (Attachment 3) is organized into three categories: Carry <br />Forward/Ongoing; New Initiatives; and Annual/Recurring. There are 43 items listed <br />under the Carry Forward/Ongoing or New Initiatives categories. The Annual/Recurring <br />items are typically not part of the prioritization effort and are included so that Council <br />has a more complete picture of all initiatives they will need to work on and fit within the <br />limits of the 2022 Council meeting schedule. <br />The Council work plan includes: <br />• Issues that require City Council policy direction. <br />• Issues that require Council consideration or action, per the Charter. <br />• Routine items that require City Council action (land use items, fees/fines, etc.). <br />• Items/projects that are already budgeted for in 2022 but that require Council input <br />or action. <br />The work plan should not include: <br />• Day to day operational items. <br />• Items that require City Council approval on consent, or simple approval without <br />discussion (e.g. routine contracts). <br />• Items that require staff or City Council capacity beyond what's feasible within the <br />year. <br />This review of the 2022 Work Plan draft should accomplish the following: <br />• Gain additional understanding of potential work plan items. <br />• Request any additional information or analysis for the January 11 work session. <br />• Remove any potential work plan items Council does not want to consider on <br />January 11. <br />• Add any potential work plan items for consideration on January 11. <br />The initial draft of the 2022 Work Plan incorporates potential items that the Mayor and <br />staff have collected over the last year and includes Department Director input. The draft <br />2022 Work Plan also includes an initial estimate of the number of Council meetings, <br />staff workload impact and quarter in 2022 when Council may work on the item. These <br />are only initial estimates for each work plan item and will be finalized at the January 11 <br />work planning session. The work plan also identifies items that may need additional <br />funding to implement beyond the currently adopted budget. <br />In between this meeting and the January 11 meeting, staff will send an online survey to <br />Councilmembers to get preliminary feedback and prioritization on the potential work <br />plan items. Based on the feedback at this meeting and the survey, staff will refine the <br />estimates of Council time necessary to address each issue and optimal time for <br />consideration. Staff will provide a recommendation for prioritization and the type of <br />Council communication or discussion necessary for each item. <br />CITY COUNCIL COMMUNICATION <br />K, <br />
