SUBJECT: ECONOMIC VITALITY STRATEGIC PLAN & 2022 INITIATIVES <br />DATE: DECEMBER 17, 2021 PAGE 2 OF 5 <br />responsibilities, it is unlikely all of these Supporting Actions can be completed in 2022. <br />EVC input, especially around timing and prioritization, will help plan for next year as well <br />as the Q4 Scorecard update for City Council. <br />• Action #1-1, Ongoing: Develop shortlist of priority businesses to guide <br />recruitment efforts. Based on Council interest in business recruitment and <br />attraction efforts, staff is suggesting to add a new task related to a dashboard for <br />this information. Staff wishes to be able to evaluate the best way to do this in light <br />of other reporting that has already been put in place or is planned for the future. <br />• Action #1-7, Q1 2022: Create and maintain Available Properties database to <br />assist brokers and interested businesses in seeking space. Staff suggests <br />reviewing this item and considering other alternatives, since other private <br />platforms are available and widely utilized. <br />• Action #1-8, Q2 2022: Create a business communication toolkit, including a <br />Business Resource Guide, to distribute critical business information. Staff still <br />considers this a high priority project, as it would condense information that is <br />frequently requested and valuable to new businesses and start-ups. <br />• Action #1-10, Q3 2022: Develop understanding of Transit Oriented Development <br />and application to desired outcomes of development in Louisville. Staff suggests <br />there may be some overlap or interplay of this item with the upcoming <br />Comprehensive Plan process. <br />• Action #2-3, Q2 2022: Conduct a Business Satisfaction Survey every other year <br />to monitor changes and new ideas in the business community. Staff has a draft <br />survey instrument prepared for discussion and plans to conduct this survey in- <br />house. Depending on the response rate, it may be beneficial to outsource this to <br />a survey consultant in future years. This is considered a high priority project to <br />gather a temperature of the business community and gather input on special <br />projects or policies. <br />• Action #2-5, Q2 2022: Develop business outreach campaigns that promote local <br />businesses and available services. <br />• Action #2-6, Q1 2022: Host annual (or semi-annual) Business Forum to gather <br />all stakeholders, review City priorities, and gather feedback. The City's last forum <br />event was conducted in 2019. Staff will seek input about topics and format from <br />EVC with a target of hosting an event in March 2022. <br />Action #2-9, Q2 2022: Develop ombudsman role for economic development to <br />facilitate business accessibility. This Supporting Action is less about a project to <br />be reviewed, and more about setting -up the programs and approach staff takes <br />in working with businesses. <br />Agenda Packet P. 8 <br />
