Historic Preservation Commission <br />Meeting Minutes <br />15 November 2021 <br />Page 6 of 6 <br />UPDATES FROM COMMISSION MEMBERS <br />Haley asked if the commissioners wanted to talk about the subcommittee process. <br />Dunlap stated that he would like to have a discussion about how to handle that process better in <br />the future. He noted that guidelines were hard to put in zoning codes, even though they were <br />important for preservation. He suggested having a discussion about the sequence of events. <br />Haley stated that there had been another property that recently went before subcommittee after <br />getting an HSA in a similar situation to 841 Jefferson. Using the historic photos helped to keep <br />decisions consistent regardless of landmark status. <br />Klemme stated that future subcommittee hearings could consider landmarking as a future <br />possibility as it evaluated requested changes to historic houses. <br />Burg stated that the process had been out of order but landmarking was the right choice for <br />tonight, but she did not think that the process should be repeated. <br />Haley added that the lesson learned was that they did not want the awkward piece that had <br />happened tonight. She reiterated that the use of historic photos was important to the <br />subcommittee process and added that siding could be a big deal. She stated that it was a good <br />learning experience in which they got a great house, and they were trying to hone their process. <br />Dunlap stated that the LaFarge subcommittee request was an in -kind replacement so that had <br />made it easy, but they could have proposed a different material that looked similar but not the <br />same and he asked if that would be approved. He stated that there were not good guidelines for <br />those situations even when buildings were landmarked. <br />Klemme stated that it went back to the larger question of design guidelines. <br />Burg stated that the consultants last month the question of design criteria had also come up in <br />the wider discussion for new builds, but with historic preservation the job was to make sure <br />things looked historic. <br />Dunlap stated that he appreciated that Planner Bauer had agreed to prepare a table of <br />commission projects. <br />ADJOURN <br />Klemme motioned to adjourn and Keller seconded.
