L6 CTyis <br />(f <br />LV111e <br />COLORADO • SINCE 1878 <br />City council <br />Special Meeting Minutes <br />November 30, 2021 <br />Library Meeting Room <br />950 Spruce Street <br />6:00 PM <br />Call to Order — Mayor Stolzmann called the meeting to order at 6.00 p.m. Roll Call was <br />taken and the following members were present: <br />City Council: Mayor Ashley Stolzmann <br />Mayor Pro Tem Dennis Maloney <br />Councilmember Kyle Brown <br />Councilmember J. Caleb Dickinson <br />Councilmember Deborah Fahey <br />Councilmember Chris Leh <br />Councilmember Maxine Most <br />Staff Present: Meredyth Muth, City Clerk <br />Others Present: June Ramos, Facilitator <br />DISCUSSION/DIRECTION — CITY COUNCIL MEETING PROCESS AND NORMS <br />Ramos stated the goal for the meeting is set meeting norms for the future; it is a chance <br />to reset and establish the meeting process for this group after the election of new <br />councilmembers. She noted it is a way to build on what works and make changes in <br />areas where it is needed. <br />Members agreed this is a chance to set the tone for both the council and for the city as a <br />whole and how everyone approaches tough issues. They want to have the collective body <br />function better and individuals to feel heard as a part of the process. <br />Members discussed meeting process and what works well and is not working as well; <br />how meeting discussions should take place; how consensus may or may not be reached; <br />how to respond when consensus or unanimity is not reached; how to deliberate in a <br />positive manner; how to synthesize consensus clearly; how to constructively disagree in a <br />meeting and give feedback that will bring resolution; <br />Members created a list of meeting norms for Council to consider: <br />• Regular one-on-one communication <br />City of Louisville <br />City Council 749 Main Street Louisville CO 80027 <br />303.335.4536 (phone) www.LouisvilleCO.gov <br />
