For purposes of this chapter, the following definitions shall apply: Accessory structure means a structure incident to or subordinate to the main use of the property, including, but not limited to, garages, patios and tool sheds. Building means any structure, other than public and nonprofit structures, without reference to use or occupancy for which a building permit is required by the provisions of this Code. Building official means the officer charged with the administration and enforcement of the building code adopted by the city under Title 15 of this Code, or such officer's designee. Community investment fee means the fee determined and imposed by this chapter, to be used for the purposes stated in this chapter. Fee payor means a person receiving a building permit under the building code adopted by the city under Title 15 of this Code. Floor area means the area included within surrounding exterior walls of a building or portion thereof, measured from the inside of all exterior walls, which is furnished for purposes of use or habitation and does not include garages and unfinished subgrade levels. Public facility means any city-owned building or facility, building.or facility site, and related capital improvements, which does not have a funding source directly associated with the city's water, wastewater or golf funds.
