Historic Preservation Commission
Meeting Minutes
16 August 2021
Addressing public comment, he referenced Garrett Mundelein and stated that the letter that had
been submitted was regarding a personal issue and was inappropriate.
Burg moved to enter the letter from Elizabeth Woody and Ernesto Flores, 600 McKinley Avenue,
into the public record. Klemme seconded. Motion passed unanimously by roll call vote.
Garrett Mundelein, 555 County Road, stated that he was not aware of anything that brought him
into this issue. He agreed with Mr. Thompson about the property and stated that as a builder
and a neighbor he supported the application.
Klemme stated that the letter the Commission had received was from Elizabeth Woody and
Ernesto Flores on 600 McKinley and Chair Haley added that there was nothing in the letter
regarding Garrett Mundelein.
Andre Mazur, 471 East Raintree Court, stated that he had been through the property and that it
was in bad shape, positioned inconveniently on the lot, and new development would improve
the street.
Burg asked for more information of the location of the property vis-a-vis the property line.
Thompson replied that the sidewalk was poured around the house and there was no room to do
anything in the front, whereas all the other houses in the area had the typical 20-foot setback.
Burg asked if the cost of moving the home had been investigated.
Thompson replied that he had not looked into the cost. He added that moving it would be in
addition to asbestos mitigation and doing both would not be financially feasible.
Haley summarized the application and noted the areas where the Commission did not have
information, including the price of mitigation and moving the structure.
Klemme stated that a preservation consulting company had liked the property because it was a
unique style that Louisville did not have many examples of, but she agreed that the property
lines made it difficult for the property owner to enjoy the property the way he would like. It was
unfortunate.
Keller noted that grant money would do a lot to help with moving and mitigation and he did not
put a lot of weight on that argument.
Haley stated that the house physically shows how Louisville changed over time and how Old
Town developed. Losing the house would lose that history. She observed that even if the
applicant looked into the cost of moving the structure, he planned to add a front porch and
would want to change the locations of the windows and doors, which would make the house
ineligible for landmarking. She added that the Historic Preservation fund had poured money into
the PaleoWest project, which had identified this house as important, so she wondered how to
use that report in this case.
Klemme and Chair Haley discussed getting an estimate for moving in a Historic Structure
Assessment.
2
