Historic Preservation Commission <br />Meeting Minutes <br />16 August 2021 <br />Page 4 of 8 <br />Zuccaro stated that the Commission could consider the item tonight or could request a <br />continuance for staff to consult with the City Attorney. <br />Andre Mazur, 471 East Raintree Court, referred to Garrett Mundelein to speak on his behalf. <br />Garrett Mundelein, 555 County Road, respectfully disagreed with the explanation provided by <br />Director Zuccaro, stating that City Hall referred him to the City Portal, which provided specific <br />forms to fill out and on which he had completed an application on July 2nd for a demolition <br />permit. On July 19th, having not heard from staff, Mundelein Called Planner Bauer who stated <br />that she had not heard about the permit and requested emailed documents. Mundelein stated <br />that he thought they were outside the timeline based on the language in the Code and added <br />that he had been a resident of Louisville since 1996 and had been involved when the Code <br />language was written. The language was meant to give staff a time -of -the -essence response to <br />these applications and he thought that legally the applicant should be able to have the permit <br />granted. Mundelein stated that he had worked with Mr. Mazur to make the project more in line <br />with what the Commission would want to see and regardless of the timeline he thought the <br />Commission would approve the demolition. <br />Zuccaro offered to look into what documentation had been submitted on July 2nd, but added that <br />the Commission could hold the hearing now on the merits, as Mr. Mundelein suggested. <br />Chair Haley stated that she was fine moving ahead with the hearing. <br />Mazur stated that he was fine moving ahead with the hearing and he echoed Mr. Mundelein's <br />statement that they had made preservation -related changes to the house. <br />Bauer presented the request and described the history of the structure, which was over 100 <br />years old. She stated that it represented the history of growth in Old Town and maintained 5 out <br />of 7 of the integrity criteria. She stated that staff recommended a 180-day stay and noted that <br />the request was for a partial demolition. <br />Klemme asked about the first 12 feet on the west side. <br />Bauer replied that the first 12 feet of the front facade that faces the street would remain. <br />Garrett Mundelein, 555 County Road, described the purpose of a demolition review and stated <br />that the social and architectural histories of this structure were not unique in any way and that <br />no historical person was attached to it. He described the structural issues with the back of the <br />house and added that the front of the house was not built well at first but someone had added a <br />better support system to it since it was originally built. <br />Klemme asked if Mr. Mundelein was a structural engineer. <br />Mundelein responded that he was a designer and had worked in Louisville extensively. <br />Klemme explained that the Historic Structural Assessment involved professional work that the <br />Commission respected and she wanted to understand Mr. Mundelein's professional position. <br />4 <br />
