Planning Commission <br />Meeting Minutes <br />February 11, 2021 <br />Page 9 of 10 <br />Ritchie stated that the city attorney was already working on it. She stated that if the <br />Commission had anything that they wanted to capture, like maximum length of deferral, <br />they could include that in their motion. <br />Williams stated that she supported Commissioner Rice's condition. She thought it was a <br />great and thoughtful project. She had been hoping to see less parking and less concrete <br />and to make it more rural. She supported the three waivers, including the waiver that all <br />three sides have the same architectural articulation. She understood that it would cost <br />more for the developer, but there could be ways to spruce it up that would not be too <br />costly. She thought the east side could be spruced up in some way that would make it a <br />little less drab. <br />Moline stated that he agreed with Commissioner Rice's condition and he was <br />comfortable with staff and the attorney and the applicant working out the details. He <br />noted that he understood that this was a challenging site. He agreed with Commissioner <br />Williams' that the east elevation needed a bit of additional work there for views from the <br />trail. He stated that as someone who was associated with one of the local open space <br />agencies sometimes the cities did not want additional open space to care for and he did <br />not know if that was the case here but he supported the staff finding with land versus <br />cash -in -lieu. <br />Diehl agreed that if Parks and Rec was in agreement that made sense. <br />Brauneis stated that he felt it was important to have some additional articulation on the <br />east side and was in favor of keeping that condition. He thought that this had gone <br />through a lot of processes and it was likely the best outcome. <br />Rice made a motion to approve Resolution 2, Series 2021, including condition 1 from <br />staff, and added a second condition concerning the development and finalization of the <br />subdivision agreement prior to submittal to City Council. Moline seconded. Motion <br />approved unanimously by roll call vote. <br />None. <br />PLANNING COMMISSION COMMENTS <br />STAFF COMMENTS <br />Ritchie introduced two new Planning Department employees, Kim Bauer and Ellie <br />Hassan. <br />Ritchie reminded the commissioners to review the Open Government and Ethics <br />Pamphlet for 2021 in the staff packet. <br />Rice made a motion to approve Resolution 1, Series 2021, on public notice posting <br />locations. Howe seconded. Motion passed unanimously by roll call vote. Commissioner <br />Hoefner was not in attendance. <br />
