Planning Commission <br />Meeting Minutes <br />May 20, 2021 <br />Page 4 of 13 <br />Bill Fox confirmed that there would be immediate traffic improvement and added that the work <br />on Campus Drive needed to be done at some point or the surrounding exchanges would need <br />work. With the proposed changes on Campus in the proposal the other changes were <br />unnecessary. <br />Howe asked for 2030 and 2040 projection summaries for the traffic study. <br />Fox replied that they had studied the projected traffic with and without Redtail, showing that 96th <br />and Northwest parkway would have some congestion. There was a potential to add a third <br />southbound lane along the eastern edge of redtail ridge to mitigate the 100-second delay that <br />was mentioned in the traffic study. Redtail accelerated the need for these changes but they <br />would be issues over time regardless. <br />Howe asked if they had gone over to Highway 42 and 96th <br />Fox replied that was outside of their study area, the farthest north was Dillon and 96th <br />Diehl asked about funding for the near -term improvements. <br />Swisher replied that it would be funded through Metro District service claim and they were <br />currently working on the details. <br />Howe noted that 20 years was a long time to lock into this development and he asked if they <br />had considered a gradual implementation process due to the concerns of local public to that <br />level of commitment. <br />Swisher replied that the comprehensive scope was a benefit to create a unified place in the <br />area. She stated that build -out would not be overnight and would have phasing of the <br />improvements. <br />Baukol added that they had gotten feedback that people wanted information on the whole <br />project and he didn't think what Commissioner Howe was suggesting would be well -met during <br />the process. <br />Williams asked how the Northwest parkway improvements were triggered and funded. <br />Jay Hardy responded that they had been working with the parkway on timing and the most <br />immediate need was at Tape and at 96th. The finished product would be a memo of <br />understanding among the parties about how the improvements would be timed and triggered. <br />Funding would come from the Metro District plan in the short-term. <br />Williams clarified that some would come from Northwest parkway and some would come from <br />the Metro District. <br />Hardy confirmed. <br />Williams asked if when the level of service became an F or a D would that trigger funds to <br />improve those intersections. <br />Fox stated that there would be changes but it was not clear how the Northwest parkway would <br />be configured in those changes. Under pre-COVID projections that interchange would need to <br />be upgraded by 2040 and Redtail Ridge would accelerate that somewhat. He said that AM and <br />PM peak hours were conservatively high and that would minimize the peak hour congestion. <br />
