Planning Commission <br />Meeting Minutes <br />June 10, 2021 <br />Page 12 of 15 <br />allowed "what can they do to amend the proposal before the next stage" by working with <br />their consultants to reach that goal. <br />Brauneis wondered if that was too soft. <br />Moline stated that for the LEED and sustainability issues he would air on the side of <br />adding more commitment. <br />Howe said they didn't want to pigeonhole people into an option that may not be the best <br />in 10-20 years and cautioned to be careful not to minimize the options either. <br />Diehl said the key going forward was to reduce carbon emissions as possible. <br />Brauneis asked what others thought of the difference between HVAC and process. <br />Diehl thought they could make a recommendation overall but they couldn't make <br />specific guidelines. <br />Howe said he didn't have the expertise to judge. <br />Brauneis stated that he was more comfortable with the thought of a condition that would <br />speak to the electrification of HVAC versus having a policy change without more input. <br />General support for the HVAC condition. <br />Zuccaro asked for clarification with industrial and office space electrification and he <br />recommended they consider what in the Comp Plan or the Code this would be <br />supporting. He noted that the PCZD did talk about the GDP using contemporary land <br />planning principles and the Comp Plan talked about community values for sustainable <br />practices. He added that, in general, it was on the Council work plan to discuss <br />electrification and changes to the building code. Any type of condition did make sense <br />to have specificity and they wanted to know what the condition was to know if the <br />developer was in compliance or not. <br />Brauneis stated that it came down to on -site burning of natural gas in the Comp Plan <br />and working towards sustainability. <br />Howe asked about a condition to go back to the sustainability board where they may <br />have more resources to address these concerns. <br />Brauneis suggested something like, "HVAC for all buildings as electricity or other <br />methods that do not release carbon into the atmosphere directly on site." <br />Moline voiced his support and suggested that they wordsmith it in a way that staff felt <br />could be enforceable. <br />Diehl added, "As a condition of approval, extend the LEED Silver certification to all <br />buildings 50,000 sf and above" <br />
