City Council <br />Meeting Minutes <br />August 31, 2021 <br />Page 3 of 14 <br />Mayor Stolzmann stated she prefers the alignment of Campus Drive be further north and <br />connect to Paradise Lane. She is concerned the proposed location of the intersection of <br />Campus Drive with 96th Street is too close to the Northwest Parkway and fire station <br />entrance. She is concerned the traffic queuing will be extremely long and will impact <br />travel times. <br />Bill Fox, applicant traffic engineer, stated that they have reviewed the queuing time and <br />feel this alignment with the additional southbound through lane is preferred and it won't <br />back up traffic back to the school. <br />Mayor Stolzmann stated she is concerned that at build out the roads in this area will not <br />be able to maintain a Level of Service C as we want for this area. <br />Jordan Swisher noted their preference for the proposed alignment of Campus Drive as it <br />maintains the buffer with Paradise Lane which is what is stipulated in the Northwest <br />Parkway IGA. She also noted that the applicant does not control Paradise Lane so <br />aligning Campus Drive with that would require the owners' consent. <br />Public Comments <br />Jill Sjong, 601 Dahlia Way, stated she feels the footprint is too large and the development <br />should be limited to those areas that were previously developed. She does not think the <br />City needs the development. She urged a no vote. <br />Sherry Sommer, 910 South Palisade Court, asked Council to consider the public <br />sentiment and expertise that has been provided related to climate change in addition to <br />the code in their decision. <br />Irfan Azeem, 631 West Street, stated he has many concerns about the development and <br />is specifically concerned that adding new commercial space to the City will divert users <br />from space that is already empty. He feels the development will have an adverse <br />economic impact on the city. <br />Beth McQuie, 972 St. Andrews Lane, stated the current open space proposal is too small. <br />She encouraged requiring all land north of Disc Drive be dedicated as open space to <br />protect the areas that have not been previously developed. She asked for more trails in <br />the dedicated open space. She asked the development be limited to 2.5M square feet. <br />Stephanie Rowe, 631 West Street, asked Council to consider the public comments they <br />have received. She stated people are not against any development on this property but <br />they feel this particular development is not appropriate and does not meet the Comp Plan. <br />She supports making all of the area north of Disc Drive as open space. <br />Michiko Christiansen, speaking through an ASL interpreter, 543 Adams Avenue, asked <br />Council to deny the application and asked council to use this area as a buffer with <br />
