City Council
Study Session Summary
January 27, 2022
• Debris removal contractors reviewing area prior to bidding their services to the
County.
• Learned today that the County is now using a new right -of -entry form which is
causing confusion for people.
• County has extended the deadline to return the ROE forms to February 8.
• Engineering is meeting with with CDPHE today regarding erosion control and
revegetation for open space and golf course areas.
• Planning/Building is working with BCPH and CDPHE regarding what the testing
and permitting requirements may be for soil testing. We already have 10 permit
applications in for people not coordinating with the County.
• Planning/Building have another rebuilding meeting today to answer questions.
• Call center is currently about 90% calls on debris removal; we send those calls
to the County debris removal call center.
Mayor Stolzmann asked for information at a future meeting about if HUD and CDBG
money might be available.
Mayor Pro Tern Maloney stated he is getting many questions regarding timelines for
rebuilding. Any information on that would be helpful.
Councilmember Brown stated he is concerned about debris removal in general and the
fact there is no certainty with the schedule or how long it might take. He wanted to know
if we can be assured it is happening as expeditiously as possible at the County. City
Manager Durbin stated the County is working to push the process forward and
coordinating with State and FEMA for a faster review and working on an application that
would be more likely to get the approvals we need. There are challenges in terms of
many different subgroups working separately that need to be tied together. There are
also challenges with communicating with the public and the complexity of the
information and concerns about overcommitting.
Councilmember Leh would like to see the County to be more transparent about what the
issues are and telling people that they are working on answers.
Councilmember Dickinson noted perception is reality and people don't understand the
difference between the County and the City with the information they receive. He would
like to see better coordination when information goes out.
Councilmember Most stated for residents people want to look to one source for
information and that is just not how things are set up. She would like to see a visual
map of what the issues are and where to find information; it needs to be simplified.
Mayor Stolzmann stated we need to continue to work with our partners to get the
outcomes we want and not differ to them.
