Open Space Advisory Board
Minutes
December 8, 2021
10. Discussion Item: 2021 OSAB Goals. Presented by Jessamine Fitzpatrick, OSAB
Chair
Jessamine led the discussion about the 2021 OSAB goal document, asking each Goal Area's
"lead person" to comment on the document.
Goal Area Acquisitions: Jessamine had a question about action 1.3. She asked if the Boulder
County Annual Trails and Property Request process was supposed to include a deadline.
Ember replied that staff had not received a new proposal request from the County. She
guessed that things are out of sync due to the pandemic. Jessamine asked if the board wanted
to revise the acquisition property criteria rankings in 2022. Charles said he would like to discuss
the criteria.
Goal Area Trails: Jessamine asked David what he thought was a reasonable trails goal for
2022. David thought the current Trails tiger team is on the right track, but the first step is to hear
feedback from staff about their ideas, as he thought it might represent a significant course
correction. He added that he thinks a social trail pilot project is important. Charles agreed that
trying to create a Trails Master Plan is over -ambitious. Jessamine thought that hearing from
Nick about the successes and challenges of the initial social trail closure project would be
important.
Goal Area Resource Management: The board is still trying to meet with PPLAB about dog
issues, a goal made more difficult by the pandemic. David said he would like more information
about prescribed burns. Ember said prescribed burns have not been discussed for 2022, but
she was hoping discussions could resume soon.
Goal Area Wayfinding: Helen said the upcoming meetings should allow for updating the "when"
column on these goals for 2022. She is looking forward to updating the public outreach portion
of these goals.
Goal Area Education: Laura said a positive development in 2022 has been Ginger's increased
presences at open space project and staff meetings. She opined that Open Space staff has
always had great programming, but public communication has been a struggle. This year she
has seen city staff put out some clever and fun marketing. Ginger has been a great asset.
Nathan and Ember agreed. Helen suggested a goal about a formal land acknowledgement.
Goal Area General Business: Jessamine suggested being creative about how in -person
meetings might look, including joint meetings with other boards and municipalities. She also
asked about the proposed document library. Peter replied that he has compiled a folder of
fundamental OSAB documents and just needs a place to put them. He added that he'd be
happy to help with new board member orientation.
Nathan reminded the board that 2022 will be a full budget cycle year and meetings should leave
space to discuss operations and CIP budgets. He said he'd try to find out what a good schedule
for that would be.
Jessamine thanked the board for pushing though during this difficult year; for their patience and
hard work. The board thanked Jessamine in return for her hard work and for running the
meetings smoothly.
M
