Revitalization Commission <br />Minutes <br />December 8, 2021 <br />Page 2 of 5 <br />Louisville Cultural Council (LCC) member Beth McLennan thanked the LRC for South <br />Street Gateway funding of the underpass art. The LCC has not secured BNSF <br />approval to install the sculpture. She asked that the LRC reapprove for the funding for <br />2022 and noted that the artist said due to supply chain issues, the cost may rise to <br />$12,500. Once approval is granted by BNSF, the LCC will finalize an agreement with <br />the artist. <br />Reports of Commission: <br />Chair Adler recognized Commissioner Gambale for his service to the LRC. He has <br />chosen to not seek reappointment. Commissioner Gambale is thankful for the time to <br />work together. <br />Chair Alder noted that she will miss the January meeting and that Commissioner Tofte <br />will act as Chair. <br />Business Matters of Commission: <br />• Discussion/Direction — Urban Renewal Fagade Improvement Program <br />Economic Vitality Specialist Austin Brown provided an overview of the proposed <br />Fagade Improvement Program, including a draft Cooperation Agreement. <br />The 2022 LRC budget includes $250,000 for fagade improvement and <br />additional funding can be sought through a budget amendment. Businesses will <br />submit an electronic application to be reviewed by staff. Buildings built prior to <br />1955 will require Historic Preservation Commission review. Following staff <br />recommendation, LRC will approve the application. Staff seeks input today on <br />the match the LRC would like to offer. Staff suggests a match of $50,000 with a <br />project application total of $100,000. <br />Commissioner Gorsevski thinks it is a worthwhile project and many businesses <br />can use a facelift and asked how this project originated. Director Pierce noted <br />this was initiated by the LRC and staff recommendation to offer a range of <br />opportunities for property owners to address blight. <br />Commissioner Gambale asked how the program will be communicated. He <br />believes this seems to be a good opportunity for outreach to support business <br />and property owners. Director Pierce said it will take a number of different <br />strategies. She suggests a strong one pager noting the highlights of the process <br />and opportunities for improvements. Also development of list of property owners <br />within Hwy 42 area and targeted email communication and visits. This is an <br />Agenda Packet P. 4 <br />
