Revitalization Commission <br />Minutes <br />December 8, 2021 <br />Page 4 of 5 <br />• Discussion/Direction — Front Street Sidewalk Connectivity Improvements <br />and Downtown Streetscape <br />Director Pierce said this is a City initiated project and a focused discussion on <br />connectivity adjacent to the Louisville Mill site on Front Street. The City desires <br />to advance landscaping and complete sidewalk as part of a southern gateway. <br />Other improvements have been suggested but staff recommends the larger <br />work be done in conjunction with the property redevelopment. <br />The owners of the property are not the applicant; this would be a Cooperation <br />Agreement with the City. The City would perform the work and the LRC would <br />reimburse the City for the work. The scope would include a concrete sidewalk, <br />tree lawn, and irrigation to support the tree lawn for a not -to -exceed cost of <br />$100,000. The property owner can come forward for assistance from the LRC <br />at a later date. <br />Commissioner Williams expressed concern about investing in landscaping only <br />to have it damaged during future construction. Director Pierce thinks the benefit <br />of having the landscaping and sidewalk in place for a few years would be useful <br />while waiting for development to occur. <br />Commissioner Smith asked if any other utility work can be performed at the <br />same time. Interim Deputy City Manager Zuccaro said that this would be difficult <br />since the City cannot yet predict the specific needs of the development. <br />Commissioner Gorsevski wants to make sure the area is ADA accessible. He <br />would like an update on the development project Randy Caranci and Erik <br />Harntroft, which Director Pierce indicated would be scheduled. <br />Chair Adler asked for public comment. Erik Hartronft said they are excited the <br />city is helping the project move forward. The sidewalk will benefit the <br />community. He believes future construction impact on improvements being <br />contemplated will be minimal. <br />Councilmember Leh and Commissioner Gambale expressed support and the <br />rest of the Commission directed staff to advance the Cooperation Agreement <br />for City Council consideration. <br />• Discussion/ Direction — Work Plan <br />Director Pierce pointed Commissioners to the list of changes made in the Work <br />Plan document since the last meeting.
