City Council
Meeting Minutes
January 4, 2022
Mayor Stolzmann noted that swearing in of these officials is important to the day-to-day
functioning of the city and needs to take place this evening. Clerk Muth swore in Judge
Thrower and Judge Thrower swore in Prosecutor Cribari and City Attorney Kelly.
MARSHALL FIRE UPDATE
Mayor Stolzmann stated this was an unimaginable loss for our community and the City is
working diligently to get people back in their homes and get City services including water
back to all residents. She encouraged everyone affected by the fire to visit the Disaster
Assistance Center to avail themselves of the many services available there. Xcel is going
door-to-door to get gas back on for people as well.
She stated a community meeting will be held virtually on Thursday to help understand the
challenges people are facing. The City's web site has a great deal of information on it for
residents who may be looking for information or for specific help.
She asked people to take care of each other and of themselves.
City Manager Durbin introduced Dan Dallas, Type 1 Incident Commander, for an update.
Dallas stated his team was in place early in the event and assisted the local jurisdictions
managing the event. He stated there is perimeter control in place in the closure areas.
The County has begun damage assessment in the burn areas in Louisville, Superior, and
unincorporated Boulder County. At this time about 89% of the fire perimeter has been
reviewed for damage and infrastructure assessment. By the end of this week incident
command will likely shift back to the local jurisdictions.
Police Chief Dave Hayes stated this is a heartbreaking event that will affect our
community for years to come. He thanked the many other agencies that came to help
during the fire and are continuing to help. Staff is currently working on a reentry program.
He stated he knows some people did not receive an evacuation notice and the Police
Department will take an active role in the post incident review to understand what
occurred and determine what next steps are needed. He also noted the amount of time
the evacuation took will also be reviewed in the after action debrief.
Fire Chief John Willson stated he is can't express how much this event has impacted
everyone. He stated the Fire Department will do a full review of what happened to know
how to respond better in future fires. He stated the Department today is fully staffed and
handling medical calls and all normal issues. He reviewed the day of the fire and the
steps the Department took. He stated there were probably 100 fire apparatus from across
the area on site and it didn't make a dent given the strong winds. He stated he has never
seen this in a suburban area.
