LOUISVILLE REVITALIZATION COMMISSION <br />RESOLUTION NO.22-01 <br />A RESOLUTION APPROVING A COOPERATION AGREEMENT AND <br />FORM OF GRANT AGREEMENT IN CONNECTION WITH THE <br />LOUISVILLE REVITALIZATION COMMISSION FACADE <br />IMPROVEMENT PROGRAM <br />WHEREAS, the LRC is a public body corporate and politic authorized to transact business <br />and exercise its powers as an urban renewal authority under and pursuant to the Colorado Urban <br />Renewal Law, Part 1 of Article 25 of Title 31, C.R.S. (the "Act"); and <br />WHEREAS, the City is a home -rule city and municipal corporation duly organized and <br />existing under and pursuant to Article XX of the Colorado Constitution and Charter of the City <br />(the "Charter"); and <br />WHEREAS, the LRC has developed a Fagade Improvement Program to incentivize <br />private property investment resulting in improved aesthetics within the Highway 42 Revitalization <br />Area (the "Plan Area"), with the goal of attracting more customers to Downtown Louisville in <br />furtherance of the local economy (the "Program"); and <br />WHEREAS, under the Program, eligible applicants may apply to the LRC for a grant to <br />offset a certain percentage of eligible improvement costs as established by the LRC; and <br />WHEREAS, applications will first be reviewed by the Economic Vitality Department for <br />completeness and scope of work, and then by the LRC for a determination of approval or denial; <br />and <br />WHEREAS, applications may be referred to appropriate City departments, the Historic <br />Preservation Commission, and the City Council, when required pursuant to the Louisville <br />Municipal Code (the "Code"); and <br />WHEREAS, the LRC has budgeted $250,000 for the Program in 2022, and will adjust the <br />Program budget in future years as may be necessary or appropriate for the Program's success, <br />subject to City Council approval in accordance with that certain Amended and Restated <br />Cooperation Agreement between the Parties, dated as of -April 15, 2011 (the "2011 Cooperation <br />Agreement"); and <br />WHEREAS, businesses eligible for participation in the Program are those located within <br />the Plan Area described in the Highway 42 Revitalization Area Urban Renewal Plan (the "Plan"); <br />and <br />WHEREAS, the Program will address blight within the Plan Area by incentivizing <br />1 <br />
