<br />Planning Commission <br />Meeting Minutes <br />April 17, 2008 <br />Page 3 of 15 <br /> <br />. Permitted Uses: Planning Area #1 - footnotes have been added which <br />provide that auto service, auto refueling stations, and drive-through <br />restaurants shall be reviewed as a Special Review Use. Auto sales, major <br />automotive repair including painting and body repair, as well as transportation <br />terminals are listed as excluded uses. <br />. Bulk and dimension standards: Planning Area #3 the revision created a <br />distinction between the smaller lots (Block 4, 5, and 6) and the larger <br />perimeter lots (Blocks 1, 2, and 3) with respect to minimum lot size, lot <br />frontage and building coverage. A footnote has been added for Planning Area <br />#1 stating commercial design standards will be submitted in conjunction with <br />the submittal of a final development plan. <br /> <br />Staff revised Resolution No.5, Series 2008 and forwards a recommendation of approval <br />with the following six (6) conditions: <br />1. Prior to or in conjunction with the recordation of final documents the applicant <br />shall enter into a subdivision agreement. The terms and provisions of the <br />subdivision agreement shall track the following requirements of the applicant: <br />a. Compliance with the City of Louisville and City of Lafayette IGA for the <br />development of Paschal Dive. <br />b. Securing the applicant's share of the costs for installing the traffic <br />signal to be located at Paschal Drive and Hwy 42. <br />c. Requirement for Ditch Company approval for piping a portion of the <br />Davidson Highline Ditch. <br />d. Submittal and approval of the required civil report and design for the <br />sanitary lift station. <br />e. Identification of the extent of applicant credit for the completion of <br />public improvement obligations as required by the North Louisville <br />Annexation Agreements. <br />2. The applicant shall continue to work with the Department of Parks and <br />Recreation for final landscape plan approval which will include the design and <br />maintenance of irrigation systems, final trail alignments, trail design standards <br />and trail signage prior to approval of the final landscape plans. <br />3. Upon final construction of the drainage improvements the applicant will be <br />required to provide as-built drawings to FEMA in completion of Letter of Map <br />Revision (LOMR). <br />4. Prior to recordation of final documents the applicant shall modify documents <br />as needed in addressing staff comments from the Assistant City Engineer <br />dated March 24, 2008 as well as Parks and Recreation dated March 12, <br />2008. <br />5. The applicant shall modify the final PUD development plan so that notes <br />referencing permitted uses and bulk and dimension standards are consistent <br />with the revised GDP. <br />6. The applicant shall modify the final PUD development plan for Planning Areas <br />#2 and #3, to incorporate lighting fixture cut sheets prior to recordation of final <br />documents. <br /> <br />Commission Questions: <br />Lipton inquired about the light fixture proposed by Xcel. <br />
