Planning Commission
Meeting Minutes
May 14, 2009

. The provision was dropped as part of several second reading
amendments to the ordinance at the July 1, 2008 Council hearing. The
provision was dropped in response to public testimony that such a
requirement would preclude the storage of a unit belonging to a family
member.

Staff supports the proposed modification on the basis that the provision would
provide greater opportunity for discussion between an RV or trailer owner and an
affected neighbor who may have concerns about the location of such a unit.

Wood requested that three (3) new emails be entered into the public record. The
emails were received by staff after the distribution of the meeting packet.

Loa moved and Sheets seconded a motion to enter into public record the emails.
Motion passed by voice vote.

Commission Questions:
Lipton and Wood discussed the reason for the request to review this
modification. Wood stated the City Manager had received a complaint regarding
the parking of an RV and had directed staff to investigate and address with a
possible ordinance amendment.

Russell stated he remembers the discussion a year ago. He does not think the
commission should act on a specific address, especially since it appears the
issue is not city-wide.

Lipton asked if staff had received other complaints.

Wood stated they had not.

Russell asked if the person the issued the complaint was present at the hearings
last year and did he speak.

Wood stated the party did attend the City Council hearings and did speak to
Council.

Lipton asked if it was City Councilor Planning that had removed the wording
from the ordinance.

Wood stated that Council had removed the wording from the ordinance during
the second reading.

Members of the Public:
Howard Pollack, 834 Lincoln, Louisville, CO stated that he feels the RV owners
are trying to stay in compliance. However, as he noted, there are several unit out
of compliance but as far as he knows Code Enforcement has not done anything
about them.

Gary Raddington, 705 Lois Dr., Louisville, CO stated he is the guilty party of the
complaint. He does not support adding the section back into the ordinance,

Sheets asked Raddington if he lives at the site where the RV is parked.
