Historic Preservation Commission
Meeting Minutes
May 18, 2009

interested in accepting the existing miner's cottage that was being slated for
demolition. Hancock was in the process of redeveloping the property and did not
want to demolish the house if it could be relocated to another location.

Affleck explained how she was able to work with Hancock during the relocation
process and gave a detailed report of archaeological items that were found on
the property once the structure was removed: a pair of shoes and a miner's
lamp.

Affleck expressed that she wished other homeowners would work as diligently as
Hancock in ensuring that a historic structure could be saved. She recommended
that an emergency fund or some type of grant be established to allow houses to
be moved rather that demolished.

Affleck also stated that she would share what social history she learns about the
family who previously owned the structure. She stated when you know what
family previously owned the house it always gives the house more character.

Lewis asked if the moving estimates were accurate after all was done. Affleck
answered the movers, Rocky Mountain Structural, was very professional and
actually adjusted the price to be competitive with the other firms being
considered.

Muckle stated that she watched the moving process and took a number of photos
to show the moving process.

Koertje stated he was happy that Carol was able to move the structure and
indicated that the HOC may include an emergency fund for situations like this.

Stewart stated that these were great lessons learned for saving historical
elements such as all the interior materials that were saved during this process.
He said it was amazing to watch how this structure "straightened up" when it was
shored up to be moved. It proves that sometimes all a structure needs is a good
foundation to fix most of the debilitating effects of aging.

Pre-Filing Conference - 561 Lincoln Avenue

Whiteman gave background of what a Pre-filing Conference meeting is (this was
the first one for the HPC) and why the Commission is listening to this request.

Connie Lawrence, prospective owner of 561 Lincoln Avenue, presented to the
Commission what her and her husband are hoping to do with the property and
was hoping to receive some feedback from the Commission as to their thoughts.
Lawrence also mentioned that if they do demolish the existing structure that they
would build a sustainable building in its place.
