Historic Preservation Commission <br />Meeting Minutes <br />February 21, 2022 <br />Page 2 of 9 <br />NEW BUSINESS — PUBLIC HEARING ITEMS <br />7A. Demolition Request — 620 Garfield Avenue: A request to release the demolition <br />permit for the existing principal structure and accessory structures at 612 Jefferson <br />Avenue. A subcommittee referred the request to the Historic Preservation Commission <br />because they found probable cause to believe that the property may be eligible for <br />designation as a landmark. <br />• Applicant: ArcWest Architects <br />• Case Planner: Kim Bauer, Historic Preservation Planner <br />All notice was met as required and there is no commissioner conflict of interest. <br />Staff Presentation: <br />Bauer begins her presentation by showing an aerial image of the property, reviewing <br />the historic conditions, and displaying what the current view is of the property. <br />The purpose of the demolition review is to prevent loss of buildings that may have <br />historic and architectural significance; and provide the time necessary to initiate <br />designation as an individual landmark or to consider alternatives for the building. <br />She mentions the four review criteria: <br />1. The eligibility of the building for designation as an individual landmark (age, <br />significance, integrity). <br />2. The relationship of the building as a potential contributing structure to a potential <br />historical district. <br />3. The reasonable condition of the building. <br />4. The reasonable projected cost of restoration or repair. <br />She then reviews the age, significance, and integrity of the home. <br />The principal structure at 620 Garfield Avenue was constructed in 1950 making it 72 <br />years old. The significance of this house is that it is associated with the historic <br />development of Louisville and the expansion of the residential area immediately <br />surrounding downtown. It shows the growth of the Louisville Heights subdivision and a <br />long history with the Barclay family. In regards to the home's integrity, this structure <br />adds character and value to Old Town and remains on its original lot in the Louisville <br />Heights subdivision. It is also a representation of a changing and growing Old Town, as <br />more mid-century styled homes were constructed. The structure remains in its original <br />location and has not been moved. In conclusion, the property retains all seven aspects <br />of integrity including location, setting, workmanship, materials, design, feeling and <br />association. <br />Staff Recommendations: <br />Staff recommends approval of a 75-day stay from the date of application, expiring on <br />February 27, 2022, giving the applicant time to research alternatives to demolition as <br />well as pursue a historic structure assessment. <br />Commissioner Questions of Staff.- <br />3 <br />
