The board agreed that would be acceptable. <br />Jessamine said she could lead Acquisitions. David & Charles volunteered to lead Trails. Susan <br />took Resource Management but asked for some mentorship. Helen, Jessamine, and Peter all <br />volunteered to help her. Helen volunteered to stick with Wayfinding. Laura will stick with Education. <br />Peter said he would stick with General Business. <br />13. Action Item: Review and Provide Direction on Capital Improvement Budget 2023-2028. <br />Presented by Ember Brignull, Acting Deputy Director for Parks and Open Space <br />Ember cautioned that Council might reassess the CIP budget document regarding fire -related <br />budget impacts. The City Council is meeting in March to discuss 2022-2023 budgets. Board <br />recommendations are due in February. Budgets for operations and staff positions will be due in May. <br />Ember introduced the Potential Capital Improvement Projects (page 42 of the packet). Line <br />items #1-4 are all carryforwards intended to be done. Next, she briefly described line items #5-20. David <br />suggested addressing the half-and-half trail near Community Park for Trails Improvements (#10). Ember <br />said staff is considering using a tackifier (binder) to reduce skidding before committing to a complete <br />rebuild. The board agreed that addressing the section of the Coal Creek Trail that repeatedly gets <br />flooded by Coal Creek (between the golf course and Dutch Creek) should be the highest priority for this <br />budget area. David asked whether the board should consider fire mitigation mowing in this item. Ember <br />thought that if Council supports fire mitigation mowing efforts, they will be funded separately by <br />Council. <br />Ember asked the board to vote on their priority for each line item (high, medium, low). See <br />attached spreadsheet for results. <br />Helen asked if $30,000 was the correct amount for #9 for 2022. Peter added that it was a high <br />priority for the board. <br />Ember asked for further CIP ideas from the board. <br />Helen asked for the second phase of the wayfinding project. <br />Jessamine asked whether development of a natural -surface trail type trail option should be on <br />the list. Ember thought that without Council knowing more about the issue, suggesting it as a CIP was <br />premature and additional staff and citizen process should be considered. <br />Jessamine asked if native species projects, such as the Pocket Prairies project, needed to be <br />listed as CIPs. Ember suggested that the cost of plants and seeds is pretty low to do these projects in the <br />Operations Budget. <br />David suggested a control burn for 2023 and could be on this list. Ember felt that this might also <br />be doable in Operations. She said there could be some advantage to putting it on the CIP list as it might <br />prompt council discussion and help gauge the interest of Council and the public. <br />7 <br />
