<br />11/15/83 <br /> <br />Page -9- <br /> <br />the problems that have been discussed we <br />are suggesting that the most needy in the <br />8ammunity aren't going to get what we originally <br />decided; didn't think this was quite fair. <br />His concern was that the most needy were <br />going to get hurt if the ordinance is changed. <br />One ~y might be is tell everyone that if <br />they make under $12,000 they are allowed <br />$30.00 and if anyone falls under $5,000 and <br />wants to corne and verify their income they <br />can get $18.00 more. Could not see reward- <br />ing the people who are not necessarily being <br />honest by raising their amount, but felt the <br />worst thing to do is to lower the amount the <br />truly needy were getting. Felt that the <br />number of people that were cheating was <br />very small and he would rather trust people. <br />Therefore, favored the income levels as the <br />ordinance now reads. <br /> <br />Mayor Meier <br /> <br />Suggested that if the person received under <br />$12,000 and they didn't wish to verify this, <br />then they would be given a rebate of $30.00. <br />If they wished to verify this then they would <br />be given what the ordinance now reads. <br />DirectQr Asti-Caranci stated the problem 1S <br />with the way the form is set-up and the <br />elderly don't feel that they should have <br />to state their income, didn't feel this was anyone's <br />business but their own. Also, the applica- <br />tion requests if they filed a federal in- <br />come tax that they bring in a copy. She <br />did not see a problem with the income break- <br />down. <br /> <br />Councilwoman Morris <br /> <br />Suggested that the $6,000 limit be used - <br />if the person earns under $6,000 and wish <br />to verify that then they could receive $48.00. <br />If they are under $12,000 and they wish to <br />apply th~y will get $30.00. Just have the <br />two different amounts; that way people will <br />know what to expect. <br /> <br />AMENDMENT TO ORDINANCE #786 <br /> <br />Councilwoman Morris moved, Councilman Cuss en <br />seconded that Ordinance #786 be amended for <br />those senior citizens who have an income of <br />less than $12,000 would be eligible for a <br />$30.00 water rebate. If in fact their in- <br />come is under $6,000 and they wish to bring <br />in additional information to verify this, <br />then they would be eligible for a water re- <br />or $48.00 in lieu of the $30.00. <br />
