11/3/83

Page -2-

Councilwoman Morris
Relocation of Parcel B

Inquried of Mr. Alshuler if he would be
willing to relocate parcel B off the mesa.
Alshuler stated that he would certainly con-
sider it.. Felt that the problem now was that
they might have to swap a parcel,i.e. the
park site, as he was trying to arrive at
an overall density. Was willing to discuss
it and listen to our reasons and will try
and put forth his. At this point had not
made a formal presentation.
Councilwoman Morris commented that she had
heard some statements that would indicate
that there were some things that he could
not be flexible on and was curious if that
is still the case.

Mr. John Alshuler

Stated that he felt very strongly that they
need that parcel as an identity piece. Felt
that a major user could be brought in there
who can build an image piece type project.
Councilwoman Morris reiterated this wouldn't
make up for our open space.
Mr. Alshuer stated they essentially left
the open space the same as under the old plan.
It had just been reallocated. What they have
attempted to do is, even within that plan, is
create that feeling of open space by very
low densi.tities, budiling densities are quite
low - allowing for wide streets, parkways,
boulevard type streets. So there is going
to be a very open feeling to this even though
it is not what would be called open space
left in its natural state..
Councilwoman Morris stated that she was not
implying that the open space has to be left
in its natural state. Felt uncomfortable
with certain parts of the plan - Parcel B
was one of those. Most of her concerns were
those on Administrator Wurl's list; another
of her concerns was building permits tied
to other uses. From Mr. Alshuler's remarks
he was wi.lling to work towards something
that would ease our fears, but asked if he
was willing to actually make that tie so that
we do have a firm commitment; that after
a certain period of time or a certain number
of residnetial units, we can expect to see
total focus on commercial?

Open Space
