<br />John Alshuler <br />Incentive - Residential <br />Pemmits tied to Commercial <br />Development <br /> <br />Mayor Meier <br /> <br />Councilman Leary <br /> <br />11/3/83 <br /> <br />Page -3- <br /> <br />Replied, if the incentive is there. Their <br />objective is to obtain commrcial develop- <br />ment that is attractive - wouldn't go into <br />the qualitative factors - but provide some <br />commercial balance. If they deliver on <br />that would be looking atsome type of quid <br />pro quo where they would take less units on <br />a guaranteed basis and more on some incentive - <br />that for this amount, you get that. That <br />there is an incentive for them to produce <br />commercial and the reward from the commercial <br />is the residential. <br />Councilwoman Morris inquired what form of <br />incentive was he looking for. <br />The reply was that he would like to discuss <br />and work something out with Council relative <br />to building permits being tied to commercial <br />development. <br /> <br />Commented one of the ideas that he mentioned <br />at the study session for consideration as <br />far as the tie was concerned was i.e. a 2 <br />year allocation of housing units. A year <br />and a half into that process council would <br />evaluate their effort to market that property <br />and actually to build on the property, and <br />if there essentially was no effort to market <br />or build on that property, then their allo- <br />cation would be cut by a percentage amount. <br /> <br />Commented in using the words effort and <br />build in the same sentence, we are never <br />going to be able to evaluate their effort, <br />we are going to evaluate what happens. <br />Inquired if this was what Mayor Meier meant. <br />They could have the residential buuilding per- <br />mits if they tried real hard, and then if <br />nothing happened, they wouldn't get their re- <br />ward. <br />Mayor Meier commented if we can actively <br />see an active marketing approach. For in- <br />stance they have 25 corporate users come out <br />and look at their office research parcel and <br />nobody is interested in buying, Homart then <br />says we have made a good faith effort to try <br />and almost give this land away and the corporate <br />user was not interested. Meier felt this <br />was in their market survey. Was his opinion <br />this was going to have to be a judgement <br />type thing. Felt that Mr. Alshuler was saying <br />if they produce with commercial or office <br />
