John Alshuler
Incentive - Residential
Pemmits tied to Commercial
Development

Mayor Meier

Councilman Leary

11/3/83

Page -3-

Replied, if the incentive is there. Their
objective is to obtain commrcial develop-
ment that is attractive - wouldn't go into
the qualitative factors - but provide some
commercial balance. If they deliver on
that would be looking atsome type of quid
pro quo where they would take less units on
a guaranteed basis and more on some incentive -
that for this amount, you get that. That
there is an incentive for them to produce
commercial and the reward from the commercial
is the residential.
Councilwoman Morris inquired what form of
incentive was he looking for.
The reply was that he would like to discuss
and work something out with Council relative
to building permits being tied to commercial
development.

Commented one of the ideas that he mentioned
at the study session for consideration as
far as the tie was concerned was i.e. a 2
year allocation of housing units. A year
and a half into that process council would
evaluate their effort to market that property
and actually to build on the property, and
if there essentially was no effort to market
or build on that property, then their allo-
cation would be cut by a percentage amount.

Commented in using the words effort and
build in the same sentence, we are never
going to be able to evaluate their effort,
we are going to evaluate what happens.
Inquired if this was what Mayor Meier meant.
They could have the residential buuilding per-
mits if they tried real hard, and then if
nothing happened, they wouldn't get their re-
ward.
Mayor Meier commented if we can actively
see an active marketing approach. For in-
stance they have 25 corporate users come out
and look at their office research parcel and
nobody is interested in buying, Homart then
says we have made a good faith effort to try
and almost give this land away and the corporate
user was not interested. Meier felt this
was in their market survey. Was his opinion
this was going to have to be a judgement
type thing. Felt that Mr. Alshuler was saying
if they produce with commercial or office
