<br />10/4/83 <br /> <br />Page -4- <br /> <br />ceived contributions from the State and had <br />an additional employee drawing from the fund, <br />then the fund became depleted. <br />In reply to Councilman Cussen's inquiry re- <br />garding who determined the amount of pension <br />Mr. Wilson received, City Treasurer Hesson <br />advised that the policemen's Pension Board <br />set the amount in 1972 at a meeting where <br />they awarded him half of whatever his Sgt.'s <br />salary was during his years of employment and <br />this amount has remained the same. Treasurer <br />Hesson further stated that Mr. Wilson was <br />present at the time Mr. Barday's disability <br />came before the Pension Board meeting in 1972; <br />Mr. Wilson was awarded a pension of $350.00 <br />a month, which was ~ his salary as a Sgt. <br />At the same meeting Mr. Barday was awarded <br />$750.00 per month disability, which meant <br />that approximately 3 times more was being <br />paid from the fund, than when Mr. Wilson <br />was being paid alone. At that time nobody <br />knew that the State intended to discontinue <br />contributing their funds each year. When <br />they did this, the only thing the City had <br />to draw on was approximately $34,000.00 <br />from a Certificate of Deposit. Now this <br />has finally run out. The only other option <br />is for Council to make another decision for <br />funding. <br /> <br />Councilwoman Morris <br /> <br />Commented that this was a moral obligation <br />as well as a legal obligation. Inquired <br />how this could be pursued equitably and <br />worked out with Mr. Wilson, as he was under <br />the assumption that he was going to continue <br />receiving his pension and through not fault <br />of his own the funds are not available. She <br />realized the concerns as to how this is to <br />be limited to just the people who are deserving <br />yet not opening it up to an open-ended situation. <br />Favored making a provision for the continuance <br />of Mr. Wilson's pension either during the <br />discussion of the budget adoption or amending <br />the budget at a later date. <br /> <br />Discussion regarding the status of further <br />funding for Mr. Barday as well and how this <br />would effect the budget. Mayor Meier suggested <br />that copies of the 1972 minutes of the Police- <br />men's Pension Board be provided to Council <br />by Attorney Rautenstraus before a final de- <br />cision is made in this respect. Mayor Meier <br />commented that Mr. Wilson was advised at <br />the last meeting with the Board that when the <br />
