<br />9/6/83 <br /> <br />Page -5- <br /> <br />~ouncilman Leary <br /> <br />Expressed concern with 450 total building <br />permits for 1984 and suggested 110 permits <br />be deleted from the 450 and distributed through <br />the years 1993 - 1996, and the 1984 budget <br />would have to be adjusted accordingly. <br /> <br />Councilwoman Morris <br /> <br />Inquired what assurance would council have <br />that the building permit phasing plan as <br />submitted would be binding, i.e. the Homart <br />figures. <br />Administrator Wurl stated these and those <br />for Columbine Homes were part of the sub- <br />division agreement. <br />on <br />Advised presently/subdivision agreements that <br />have already been approved we do not have a <br />mechanism now to deny them a building permit <br />whether we have a phasing plan or not. How- <br />ever most of the homes coming in in the future <br />for approval of the subdivision, and at that <br />time if some type of phasing plan is initiated <br />then those would be the numbers we could ne- <br />gotiate with the developers. Then Council <br />when reviewing the subdivision and the agree- <br />ment could see how the units setforth in the <br />agreement tie in with the phasing plan. He <br />further advised that McStain has some units <br />approved however they have many subdivisions <br />that need to come in; and there is a separate <br />agreement for Centennial Valley which limits <br />them to some extent also. Also, advised <br />that there is no limiting agreement with the <br />figures C.V. Suitts building permit figures. <br />Further stated that Homart does not have any <br />approved subdivisions at this time with re- <br />spect to residential. <br />Administrator Wurl reiterated that the figures <br />as projected in the 1984 column was strictly <br />to meet the numbers that were approved by <br />the Council for the budget. <br /> <br />Attorney Rautenstraus <br /> <br />Councilman Ferrera <br /> <br />Commented it was his understanding that the <br />Council had voted twice on the phasing plan - <br />once for the years 1983 through 2000, and <br />once as Council on what numbers should be placed <br />in 1984 for building permits; and both times <br />they came up to 450. However Council also <br />voted for 1983 there should be 480 for single <br />family housing. Felt if this number is changed <br />should be changed by 55 or 60 homes for Medema <br />from what was built this year. <br />
