Re- iterated his concern about the safety of motorists, as well as the aesthetics. Throughout the City we have a great deal of construction going on and are trying to complete all of those and meet those time schedules. Mr. Windorf advised that he could not respond to the agreement between the Church and Neodata and that discussion between the two parties. wished clarification that the street improve- ments as well as the construction of the Chuch would be completed by August 2, 1983. Mr. Windorf replied the Church project was scheduled to be completed by July 10, 1983. At this point they are anticipating completion the latter part of September. Coupled with this are the site improvements, ground improve- ments, as well as South Boulder Road. - re- iterated that the Contractor had not abided by the agreement made with them a year ago. Since the contractor will have to pay sub- stantial penalties as of July 25th he could not understand why they would do that. Commented that the City's contract is with the Church - not Intermountain Construction to have the improvements completed by a specified date - was willing to go with the August 2, 1983 completion date, but concurred with Councilman Cussen that after that date the City should call upon the Surety Bond to get the improvements completed. Mr.Windorf replied that he was aware that the City had every right to call upon the Bond if the improvements were not made. They too were frustrated with the situation as many activities had been planned that have to be delayed. Stated that he had 2500 other Mormons in the area asking why they aren't meeting in the Stake Center. Reiterated they are aware of the problem and are doing every- thing possible with the local congregation to bring pressure on the contractor and Salt Lake City to get everything done. Councilmembers had a copy of the request as well as recommendation from Director Hioco that council authorize payment.
