Felt that the effort_b;y::them was being aborted because of the delay. Felt that if the project would have been initiated in March or April there would have been a lot of citizen involvement but now this was in doubt. Director Hioco remarked that he had discussed the park with Mrs. Forrest and agreed there have been delays because of the bad weather, etc. However, assurred her that the park would be constructed and will be a beautiful park. Stated that the fill dirt had been brought it, but there were some problems with fencing the ditch. Advised that he had a list of people who have been calling offering help in planting trees, sod, etc. and consis ted of 22 people. Also stated several of the councilmembers offered their services. Advised that the equipment has been received. The target date for completion is July 15th and the City is striving to meet this date. Requested of Director Hioco that councilmembers be provided a schedule of what has been done and a time frame of what will be done. Hioco stated that the rough grading is being done at both Hillsborough West and Helart Park this week, berms and irrigation will follow, then the playground. Reitereated the comple- tion date of Hillsborough West Park was still July 15th, weater permitting and Keith Helart Park - August 15th. Attorney Rautenstraus read the ordinance by title only on second reading and public hear- ing and certified proper publication. Councilmembers had a copy of the ordinance as well as staff report, maps, annexation agreement and Planning Commission recommenda- tion. Mayor Meier opened the public hearing and Attorney Rautenstraus certified proper publi- cation of the public hearing, and rescheduled public hearing.
