But with the collapse of the Centen- <br />nial Valley Mall felt it was clear that things <br />have changed for the worst as far as this <br />proposal was concerned. The desertion of <br />the Mall presents a major planning problem <br />for Council and the Planning Commission. <br />The latest proposal by the Mall people has <br />created problems for everyone and has found <br />a way to offend everyone. Felt that the <br />proposal would be a commercial island surrounded <br />by open space and housing. Felt that Council <br />was well aware of the major issues created <br />by the vast amount of land annexed as part <br />of the Centennial Valley Mall project. Recom- <br />mended these problems be solved before addi- <br />tional ones be introduced. Was his feeling <br />that the Biella annexation would give us more <br />land, without a plan, without a purpose, and <br />create a host of problems. The common sense <br />thing to do is to put it at rest. <br /> <br />Urged Councilmembers to have a stout heart <br />this evening and repeal the ordinance. <br />When she appeared before Council in January <br />as the representor of the petitioners, there <br />was a sincere effort on the part of the people <br />who signed the legal petition to present to <br />the Council an opportunity to reconsider. <br />Wished to once again thank all the people who <br />signed the petitions because thought it was <br />probably one of the wisest things that Council <br />has ever done to reconsider a proposed annexa- <br />tion of the Biella property. An annexation <br />that never went into effect. She wished to <br />reiterate some of the same information and <br />to urge Council to consider finding of fact- <br />that in fact allowed them - in fact obligated <br />them to repeal an ordinance that was not in <br />the best interests of the City. First of all <br />a comprehensive plan is all citizens. Some- <br />thing to rely on in future planning. One <br />of the things that was brought up was the <br />major concern of the amount of commercial <br />zoning in the City of Louisville. That has <br />been a concern of Council, Planning Commission, <br />and is reflected in the desirable land uses <br />
