<br />Councilman Leary <br /> <br />Councilman Cussen <br /> <br />Mayor Meier <br /> <br />CHILDREN FINGERPRINT PROGRAM <br /> <br />AUDIENCE COMMENTS <br />Betty Johnson, 270 Hoover Ave. <br />Chatford Subdivision <br /> <br />4 /19/83 <br /> <br />Page -3- <br /> <br />Commented that previously there had been a <br />stand set up somewhere in the City that had <br />sold fireworks, is this the type operation <br />Mr. Dhieux had a problem with? <br />Mr. Dhieux replied that was correct, then <br />read the exceptions, i.e. sparklers, toy <br />caps, snakes, etc. were legal according to <br />the State Statues. Then noted in the report <br />that statistics in the report show sparklers <br />to be dangerous as children catch their cloth- <br />ing on fire, etc. causing severe burns. Also, <br />advised that emergency smoke signal devices <br />are legal, i.e. highway flares, railroad flares, <br />and smoke candles. <br />Fire Marshall Dhieux then quoted from the <br />City Municipal Code - section 78-102 as to <br />the enforcement.of the sale and discharge of <br />fireworks. <br />Suggested that Mr. Dhieux send a letter to <br />some of the merchants stating which fireworks <br />were illegal as some of them were selling <br />these last year. <br />Mr. Dhieux stated he placed an article in the <br />local paper and hopefully everyone would be <br />aware of illegal fireworks. <br /> <br />Thanked Mr. Dhieux on behalf of council for <br />his report. <br /> <br />Mayor Meier advised at his request Director <br />Leesman gave a report on the fingerprinting <br />of children, and stated the program is being <br />initiated in the three schools in the City, <br />May 23, 1983 through May 27, 1983. A specific <br />form was chosen for the children that can be <br />fed into the computer, which will be compatible <br />with that of the F.B.I. The fingerprinting <br />will be done with the consent of the parents <br />and the prints given to them. <br /> <br />Stated at the last City Council meeting, April <br />5th at which she was present she observed the <br />councilmembers discussion on Councilman John <br />Leary's motion to a proposed slow-down policy. <br />After a lengthy discussion the proposal was <br />put to a vote of which 4 members voted against <br />the proposal. On April 6th the motion was <br />published in the Louisville Times in an article <br />by Russ Arensman. Several neighbors and she <br />discussed a proposed slow-down of residential <br />growth. They were curious if their views <br />were the majority or the minority. They then <br />
