<br />2/15/83 <br /> <br />Page -5- <br /> <br />from Ward to Ward each time there is a <br />Municipal election~ didn't feel this was <br />necessary. <br />In discussing what a ward should be - felt <br />this was a real subjective one. For her <br />a ward should be a homogeneous ward. It <br />was her feeling that was the purpose of <br />the ward system so that you will have an <br />area that has common interests. Once a <br />person is elected to Council you are voting <br />as a City representative, not as a Ward repre- <br />sentative. You are particularly.xesPQnsi1le..~ <br />and responsible to those within_.the:.;wa~d and <br />those who elected you. Felt this was a very <br />significant factor as well. <br />Attempting to place the businesses within <br />the respective 3 wards. To this point - in- <br />quired of Administrator Wurl if he had any <br />indication of the plans regarding the Homart <br />property i.e. commercial, office, or resi- <br />dential use. <br />Wurl advised he was not certain what their <br />plans were presently. Work had been done <br />on the road system - discussing ideas. As <br />to the land use - no specific discussion was <br />held. Did not feel there would be any signifi- <br />cant commercial use. <br />Councilwoman Morris asked as to the businesses <br />to be considered in Ward III,would the property <br />be a possibility in this category. <br />Wurl felt there would be some, but did not <br />feel it would be significant - would be a <br />neighborhood type thing. <br />Referring to the map as presented - saw it <br />as being a real possibility. Had no priorities <br />as to where her particular area was - was <br />going into a new area regardless, didn't see <br />any real difference politically or otherwise. <br />Felt it was a political issue; hopefully it <br />would not be made a political game. Suggested <br />that the planning staff take all the criteria <br />and present council with 2, 3, or 4 alternatives, <br />whatever they feel is realistic so that a <br />choice can be made. <br /> <br />Councilman Leary <br /> <br />Agreed that the ward system was set up essen- <br />tially to be homogeneous; but was not a total <br />fan of the ward system. Felt that one could <br />tend to modify it to represent a cross-section <br />of a town, he thought would take away some of <br />the problems he had with the ward system, <br />
