<br />1/18/83 <br /> <br />Page -22- <br /> <br />Director Rupp advised there was no change <br />in the basic street arrangement; not been <br />a reduction in the number of units, town- <br />houses are still on the south end of the <br />development with the single family to the <br />north. The emergency access drive was eli- <br />minated which prompted the cut and fill <br />questions as well as the matter of the re- <br />taining walls which are no long necessary. <br />Rupp then depicted on the map the relocation <br />of the emergency access. The buildings had <br />been raised so that they are higher than <br />the street, and drain to the street. But <br />by raising the buildings some steeper slopes <br />were created between the buildings. There <br />are still some concerns with the Fire Dept. <br />and Engineering Dept. relative to drainage. <br /> <br />Councilman Leary <br /> <br />Requested that Hr. Caranci speak regarding <br />the issue, then council make a decision. <br /> <br />Councilman Cussen <br /> <br />Felt there was some confusion, it was his <br />understanding b,ecause of the concerns, Mr. <br />Caranci would be going back to the Planning <br />Commission as they have more expertise on <br />the problems. Then Planning Commission would <br />make some recorunendations to Council for <br />consideration. <br />Mr. Caranci felt all the major changes that <br />had been requested of him had been done; there- <br />fore did not feel that he should have to go <br />back to the Planning Commission. <br />Also quoted Mayor Meier's remarks as stated <br />in the minutes that if the changes were <br />extensive then returning to the Planning <br />Commission would be warranted; if the changes <br />were minor and Mr. Caranci was willing to <br />make these changes then he could return to <br />Council. Mr. Caranci stated they have elimin- <br />ated all the retaining walls, all the cut <br />on the west sidl~ of the development; followed <br />the contour of the land for the new access <br />road which will follow the ditch line to the <br />existing right-of-way which is covered; also <br />the three buildings were raised allowing <br />proper drainage to the street. The radii have <br />been altered to accomodate fire and rescue <br />equipment. The two buildings where the unit <br />comes through will be held off till the develop- <br />ment is completed, so there won't be any <br />dispute. The convenants will include no <br />
