City Council
Meeting Minutes
February 17, 2009

Mayor Sisk confirmed his receipt of an email from Mr. Sobel. He referred this
matter to GMTC Attorney Ken Feldman, who will contact Mr. Sobel. He noted
Mr. Sobel now has a forum where he can be heard.

Mayor Sisk reported on the US 36 Delegation business trip to Washington, D.C.
He stated the three day visit concentrated on transportation funding issues.
Presentations were made relative to the Stimulus Bill funding requests for the US
36 Project. He noted the US 36 project is on the A List for $50 million dollars.

CITY MANAGER'S REPORT

City Manager Fleming responded to Mr. Sobel's request relative to the
implementation cost of Ballot Issue 200. The implementation of the open
government costs to date is $28,000, which is substantially lower than what was
projected. The cost reduction reflects the decision to forego the purchase a large
flatbed scanner and instead use copiers with scanning capabilities. He
addressed Mr. Sobel's request relative to the Comcast Television issue. He
stated Mr. Sobel's claim the City has done nothing to assist him in this matter is a
gross exaggeration as the City has forwarded Mr. Sobel's complaint to the
Greater Metro Telecommunications Consortium (GMTC) and asked the GMTC to
pursue it with Comcast.

Councilor Muckle arrived at 7:19 p.m.

City Manager Fleming reported on a very successful February 16 training day for
City employees. The City Hall and Library were closed and employees were able
to participate in educational programs, including public involvement, media
relations, ethics, managing stress in the work place, and computer training. He
received positive feedback from the City employees on the training sessions.

City Manager Fleming will attend the annual Colorado City County Management
Association Conference in Glenwood Springs on February 19 and 20. Topics
will include leadership strategies, the business economic outlook and planning.

The Louisville Public Library has been very busy, particularly the weekend the
library cards for the resident's of the town of Superior were reinstated.

Public Works Director Phare and Mayor Sisk reported on the US 36 closures for
the Cherryvale bridge replacement project. The work will begin on February 16,
17 and 18 from 11 :00 p.m. to 5:00 a.m. McCaslin Boulevard, South Boulder
Road and Table Mesa Drive are the alternative routes.

Mayor Sisk reported on the Finance Committee meeting where sales tax was
discussed. Finance Director Watson reported the sales tax for 2008 ended just
0.6% below 2007, and 2.7% above budget.
