<br />City Council <br />Meeting Minutes <br />February 17, 2009 <br />Page 6 of 8 <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Public Works Director Phare reviewed Resolution No.8, Series 2009, which sets <br />rates for the City's pending refuse, recyclables and compostable collection <br />program. The rates reflect the charges established by the contract with Western <br />Disposal with an additional 50 cent per month administrative fee. Adoption of <br />Resolution No.8, Series 2009 will put the fees for the City's single-hauler <br />program in place. The fees will be utilized to off-set the cost of the single-hauler <br />program and the cost to bill through the City's current Utility Billing Department. If <br />Resolution No.8, Series 2009 is authorized, the refuse collection and disposal <br />rates, fees and charges will apply on June 1,2009. <br /> <br />PUBLIC COMMENT <br /> <br />Mark Persichetti, 1402 Taft Place, Louisville, CO spoke in favor of the fee <br />schedule for the City's single-hauler program and urged Council to adopt the <br />resolution. He suggested when the recycling materials become profitable, those <br />funds be set aside to offset the administrative fees. <br /> <br />COUNCIL COMMENT <br /> <br />Councilor Muckle asked if the administrative fee will be collected on households <br />who opt out of the program. Public Work Director Phare explained the <br />administration fee would still be assessed because the account would be billed <br />the minimum amount. <br /> <br />Councilor Muckle noted the majority of the residents will pay less for this service. <br />He stated there will be a period of adjustment for Louisville residents and <br />requested their flexibility and patience. <br /> <br />Mayor Sisk asked how the City will launch the program to the public. Public <br />Works Director Phare outlined the public information format: Advertise the <br />program through articles in the City newsletter and on the government channel; a <br />public information open house in April; refuse and recycle containers on display <br />at City facilities and mailings to the residents. <br /> <br />MOTION: Mayor Pro Tem Marsella moved to approve Resolution No.8, Series <br />2009, seconded by Councilor Clabots. All in favor. <br /> <br />APPROVAL OF INTERGOVERNMENTAL AGREEMENT (IGA) WITH <br />BOULDER COUNTY FOR ACCEPTANCE OF RECYCLABLES AT THE <br />BOULDER COUNTY RECYCLING FACILITY <br /> <br />Mayor Sisk requested a Staff presentation. <br />
