City Council
Meeting Minutes
May 5, 2009

1920. After 1920 the Casino building was used as a farm house. The original
site of the home was within the King Soopers Shopping center. It was moved to
its current site in 1991 with the development of the shopping center. The only
difference in the structure is an enclosed porch. The features of the wood
framed home include the original layout, a 2,400 SF first floor and 900 SF top
floor. Her goal was to bring awareness of the project and suggested the building
could be a public building. She discussed partnering possibilities with non-profit
agencies and the cities of Louisville and Lafayette. She outlined the steps to take
as follows: Create awareness, gather supporters, find a new purpose, find land
and move the building. She estimated a budget of $200,000 to as much as
$750,000 would be required depending on how far the building is moved and
noted there is a very tight timeline.

COUNCIL COMMENT

Councilor Dalton asked if the building could be restored. Ms. Lewis stated it
would depend on the future use of the building. She explained the building would
qualify for restoration grants.

Mayor Sisk stated the home is not within the Louisville Historical District therefore
is not eligible for funds/grants from the Historic Preservation Tax. He asked
Council whether the voters should be asked to expand the historical district to
include this and possibly other properties. Ms. Lewis stated if the home were
moved within the Old Town overlay district, the building might be eligible for
Historic Preservation Tax Funds/Grants.

Mayor Sisk thanked Ms. Lewis and Michael Koertje for their work on the Historic
Preservation Commission.

RESOLUTION No. 16, SERIES 2009 - A RESOLUTION DEFINING CAUSE
FOR PURPOSES OF SECTION 10-2(8) OF THE lOUISVlllE HOME RULE
CHARTER

Mayor Sisk requested a Staff presentation.

City Manager Fleming explained the Board and Commission members are
appointed in December and January of each year. Issues with Boards and
Commissions members regarding lack of attendance; conduct or qualifications
arise periodically. Section 10-2(b) of the Louisville Charter provides for the
removal of a member only by cause as defined by resolution. The City Council
has not adopted a resolution, which clearly satisfies the Charter requirement of a
resolution defining cause.

The Staff and the City Attorney drafted the proposed resolution, which is
intended to clarify the general expectations of board and commission members,
