Mrs. Singer felt this would not <br />only benefit the homewoners in the Hillsborough <br />West subdivision, but all the people living <br />on the Mesa. Eventually when it is completed <br />as planned by Mr. Hioco, the park would bene- <br />fit the entire City. Her request of Council <br />was funding for a fence around the playground <br />area, making it safe for the children, and <br />the sand to go underneath the playground equip- <br />ment. In the future, it was their hope, <br />when funding was available, that Council give <br />their project consideration. <br /> <br />Stated that he supported everything that <br />Mrs. Forrest and Singer had presented and <br />was a neighbor of theirs. Mr. Weber stated <br />strong concern that a child could be killed <br />or severely injured because the children are <br />playing in the street. He had been approached <br />by other homeowners and was inquiring of Council <br />where the funds were that were realized from <br />282 homes @ 40~ per sq. ft. amounting to ap- <br />proximately $169,200.00. The City ordinance <br />adopted in 1977 stated the funds were to be <br />utilized in the area where they originated. <br />If a park is approved and developed and the <br />people in the area provide most of the labor, <br />a park will be developed for l/lOth of the <br />$169,200.00, which will leave $159,200.00 <br />which has been donated to the general parks <br />and recreation area for all the parks. He <br />realized that the people in Hillsborough West <br />used the pool and all the parks within the <br />City and need to pay their fair share. How- <br />ever he felt some of the funds should revert <br />to the Mesa; felt it would be only fair and <br />fitting of Council to provide that type of <br />funding in the next couple years. Especially <br />when there is a community effort which is <br />willing to donate many, many man hours in <br />labor which is a significant cost of any project. <br />The labor would include the moving of rock, <br />soil, contouring of the land which would be <br />time consuming yet would be donated by the <br />residents. This would be a sizeable savings <br />to the City by providing a small amount of <br />funding and utilizing a vast amount of donated <br />time. <br />
