11/16/82

Page -4-

Director Hioco

It was his feeling this could result in a
savings of.$30,000 to $40,000 in manhours,
at comp1etlon. It was his opinion that once
the project is started the community effort
would continue until completion. He requested
that council review the intent of the 1977
ordinance and be aware of the savings that
can be rea1iz~d from this community effort,
for the beneflt of the entire City.

Stated he needed direction from Council.
Sue Forrest and Debbie Singer had met with
him and inquired why there wasn't a park in
their area. He informed them there wasn't
a plan for a park it was to be open space area.
In answer to Mr. Weber's question as to where
the funds were as designated by ordinance,
l1r. Hioco advised that he was of the opinion
these funds were to be spent for all parks
within the City. These funds were spent to
maintain and upgrade existing parks in the
area. Hioco further stated that Mrs. Forrest
and he did work out a proposal to include a
playground and volley ball court as well as
a picnic area. There is a trail system along
the Community Ditch line. This area would
have to be fenced. Director Hioco met with
Administrator Wur1 and he advised that a
sketch be drawn of the proposal and estimates
be obtained for the fencing, volley ball court,
and playground; also to abide by the safety
procedures of the State as to liability.
Elizabeth Roesler of LandpIan Design has been
contacted to provide this information.
Hioco stated he appreciated and supported the
community effort of the HiIIsborough West
homeowners and hoped that other neighborhoods
would be willing to volunteer their service
in this respect. Hioco advised this area
was not on the priority list and money had not
been budgeted for it.

Mayor Meier

Commended the Hi11sborough West homeowners
for a very innovative idea; very much appre-
ciated the cornnunity effort. He was very
supportive of the park in the area, but wished
to be provided with the costs involved for
the fencing and sand before he made a cornnit-
ment.
